MPs can vote for the imposition of penalties for late payment of housing and communal services

New version of the law on housing and communal services, which is awaiting consideration by the Parliament, provides for the accrual of penalties for late payment of housing debt in the amount of 0,1% of the amount for each day of delay.

As noted in the published in ZN.UA article, the level of payment by Ukrainian housing and communal services falls, and losses of utilities are rising. The ability to issue five-year «installments» on the payment of utilities to correct the situation failed.

«In 2016, the population was reached 36 thousand contracts on repayment of the restructured debt for a total amount of 165 million UAH. The sum of made payments taking into account long-term contracts was even less — 102,6 million. Against the background of more than 12 billion increase in debt over the past year the look of these initiatives, to put it mildly pale,» — said in the article.

The introduction of penalties for defaulters, according to the authorities, will motivate citizens to pay debts for utilities.

«New edition of the law on housing and communal services, which is currently in Parliament, provides for the accrual of 0.1% of the outstanding amount for each day of delay. On the one hand, the penalty seems to be relatively small, if we are talking about the payment of fifteen thousand and debt in a couple of months (although in terms of 12 months «nakatyvaet» to 36.5% per annum), on the other if the family is really no money to pay the bills, the penalty is a sufficient motivator will not be», — stated in the article.

Note, in 2016 the total debt of the population of Ukraine on payment of housing and communal services increased by 12.5 billion hryvnias, that is more than two times.
