The building of Lukyanivka prison in Kiev put up for sale.
This was announced by first Deputy Minister of justice Natalia Sevostyanova during the meeting of the joint Collegium of the interior Ministry and the Ministry of justice «From new police to new of justice and safety of citizens» on Wednesday, February 10, in Kiev, transfers UNIAN.
«We are launching two pilot projects (in the prison system), we are ready to start today. The first is a comprehensive reform of the entire system in one particular area separately. Our colleagues from Norway expressed a desire to support and start this project in Ukraine, and we are now (talks) about his beginning,» she said.
«The second element is the start state and private partnership, namely: we are going to sell the Lukyanivka prison as the first element of the state and private partnership, and are looking for investor who will build outside of Kiev, a new jail. We will destroy the Lukyanivka detention facility and move all in the new European conditions of the sentence. In the future, it awaits all the major cities,» added Sevostyanova.
According to the head of Netpolice khatia Dekanoidze during the joint Collegium of the interior Ministry and the justice Ministry, the number of temporary detention centres (IVS) in Ukraine decreased from 380 to 144, transfer «Ukrainian news».
According to her, the Ministry of internal Affairs initiated a reform of the system of ITT in 2015. In particular, it reduced the number of insulators from 340 to 144. There were also reductions in the number of personnel in institutions from 3.5 to 2.2 million people.

Therefore, it was proposed to build a detention facility in the village kotsyubinskoe Kiev region on the territory of the Irpin penal center (No. 132). Correctional centre has an area of 6.2 ha.
«To date, in the Kiev prison in custody of 2150 people. Old buildings of the Kyiv SIZO is not practically adapted for use. Their repair is throwing money to the wind. Since the sewer system, ventilation system, walls, which are more than 150 years, require complete replacement, (current) cosmetic repairs carried out by the prison authorities, do not give the desired result. For example, the investigative body, built in 1910, is in disrepair, housing for prisoners was built in 1840, and the case for minors, in 1916,» said Sidenko.
According to preliminary calculations, the overhaul of the Kyiv SIZO, with the replacement of engineering networks, will reach almost 200 million UAH. It will also require substantial funding to update the old database. In addition, there is difficulty in the elimination of destructive processes, for example, from a fungus. And the construction of a new jail, according to rough estimates, will amount to 300 million USD.
The Kyiv SIZO size is about 3 ha.
