In Ukraine it is necessary to strengthen measures to combat corruption. On 10 January, the head of delegation of the European Union to Ukraine Hugues Mingarelli said in a broadcast of «Ukrayinsky radio».
«First of all it is necessary to strengthen established anti-corruption bodies: the National anti-corruption Bureau, the National Agency for prevention of corruption and others – as well as urgently need to work the anti-corruption court which is a very long talk and insists the Venice Commission», – he explained.
Mingarelli added that NACP should provide resources for verification of electronic declarations of officials, and the Declaration of income of public activists should be abolished.
«It is clear that the fight against corruption is a continuous process, and it is not enough to create anti-corruption bodies, it is necessary to change the mentality of the people. Of course, the process of changing the mentality takes a very long time,» he admitted.
According to the diplomat, now in Ukraine «there is a fierce struggle between those who are really trying to change Ukraine, to change this mentality, to reform the country, and those who want everything to remain the same as in the period between 1992 and 2014».
9 October 2017, the Venice Commission criticized the Ukrainian bills No. 6011 (attribution Deputy speaker Oksana Syroid (independent), MPs Yegor Sobolev (Samopomich), Ivan Krulko (Batkivshchyna), Sergey Leshchenko, Svetlana Zalishchuk and Moustapha Nayem (Block Poroshenko) and No. 6529 (representative of the bloc of Petro Poroshenko Sergey Alekseev) on the establishment of anticorruption courts in Ukraine. Both initiatives since withdrawn from the Verkhovna Rada.
22 December the President of Ukraine Petro Poroshenko has submitted to Parliament a draft law No. 7440 «On Higher anti-corruption court.»
The creation of a specialized anti-corruption court is one of the obligations which Ukraine undertook before the international partners – the European Union and the International monetary Fund.
