The Russian government Dmitry Medvedev and Armenian authorities signed an agreement on granting the Republic of the state export loan for ten years with deferred payments until the beginning of 2018, reported on Thursday, 18 February 2016, on the Official portal of legal information of the Russian Federation.
«The Russian side provides the Armenian side of the state export loan of up to 200 million US dollars for financing of supplies of military products of the Russian production in accordance with the list stipulated by Appendix # 1 to this agreement», — stated in the message.
According to the Annex, Armenia buys Russian launchers of jet systems of volley fire «Tornado» and ammunition to it, anti-aircraft missile complexes «Igla-S», surface complexes of electronic intelligence Executive «Avtobaza-M», heavy flamethrower system TOS-1A with transport-loading machines, 9М113М guided missiles, rocket-propelled grenades RPG-26, Dragunov sniper rifle, armored cars «Tiger», engineering tools and means of communication.
The report said that the list may be amended by mutual written agreement between the Federal service for military-technical cooperation of Russia and the Ministry of defence of the Republic of Armenia. The loan was used by the Armenian side for financing up to 90% of the value of each contract for the supply of products with settlement in Russian rubles. Advance payments amount to at least 10% of the value of each contract and implemented by the Armenian side in favor of the Russian authorized entities in Russian rubles.
A 10-page agreement was signed on 25 June 2015, but came into force only from February 10.
We will remind, Armenia still lasts permanent armed conflict with Azerbaijan about sovereign Azerbaijani territory (20% of total area), where in 1991 the Armenian military with the assistance of the Kremlin was «proclaimed» the so-called Republic of Nagorno-Karabakh or «Artsakh Republic». It’s a hybrid «state», as well as Transnistria, Abkhazia and South Ossetia is not recognized by the international community.
25 June 2016 the President of the Republic of Azerbaijan Ilham Aliyev called his main task as head of state «to restore the territorial integrity of the country» and assured that the rights of the Supreme commander will make every effort to «bring the sacred day» to return control over Nagorno-Karabakh.
«If the result of the negotiations will not be complete and unconditional withdrawal of Armenian troops (from Nagorno Karabakh and neighboring regions — ed.), Azerbaijan will be forced to exercise the right to self-defense to recover its sovereignty,» stressed the 30 September during his speech at the UN General Assembly (new York, USA) Azerbaijani foreign Minister Elmar Mamadyarov.
According to the President of Ukraine in 1994-2005 Leonid Kuchma, used by the Kremlin in Eastern Ukraine, the tactic of «hybrid war» is very reminiscent of the situation in Nagorno-Karabakh, where Russian security forces and the Armenian military with the support of the local Armenian separatists likewise operated under the guise of the fake structures and «republics», and upon encountering the resistance of the official Baku went on a deliberate «shutdown» of the conflict.
«Putin has turned Donetsk Karabakh. He understands that the war with Ukraine will cost him dearly, and so resorted to the old Imperial method of conservation conflict. Unfortunately, the Donbass will be the same as that of Karabakh. All these Zakharchenko and others are pawns in the hands of Putin, they do not decide anything. In this situation only solves Putin», — said Kuchma.
