Moscow agrees on the arms of the OSCE observers working on the line of contact in Donbas, in small arms, but I think that the idea of establishing a police mission of the OSCE contradicts the Minsk agreements.
This was stated by Russian foreign Minister Sergei Lavrov on Wednesday, «Interfax-Ukraine».
«We are ready to increase the number of monitors on the line of contact and warehouses, to make this presence — and to enable observers to carry private firearms», he said.
«I think it will be useful and will help to calm the situation on the line of contact and can help to stop the regular withdrawal of heavy weapons from the warehouses in violation of the obligations under the Minsk agreements», — he added.
«If under armed OSCE mission you had in mind the idea, which is now thrown from Kiev, about the fact that you need armed police mission to be deployed to the Donbass, which would ensure law and order there, then this idea is completely contrary to the Minsk agreements»,- said Lavrov.
According to him, «in the Minsk agreement stipulates that Ukraine is obliged to recognize in law and in the Constitution of the special status of Donbass, including the right of Donbass to have the force of law».
«Therefore, any armed foreign missions to maintain order in the Donbas in these circumstances is not required,» he concluded.
Lavrov also said that Moscow agreed to the so-called local security forces in the Donbass were accompanied by unarmed OSCE observers.
«At a time when the question about providing security during the elections, we are ready to ensure that local law enforcement would be accompanied by unarmed OSCE observers that they were convinced that the security of the electoral process is ensured», he said.
Answering the question about the transfer of border control to Ukraine, Lavrov said that «this is the last step in the implementation of the Minsk agreements».
«First you need to hold an Amnesty, to enact the law on the special status, to fix it on a permanent basis in the Constitution, hold local elections, and all of these things have to be done in the form, which will be coordinated with the Donbass», — said the head of the foreign Ministry.
On the eve of President of Ukraine Petro Poroshenko reminded the present head of the OSCE, Minister for foreign Affairs and integration of Austria Sebastian Kurtz the question of placing armed police mission of the OSCE in the Donbas.
Informed Sebastian Kurz expressed doubt that the idea of armed OSCE mission in Donbas could become a reality — in particular, insufficient support for this idea among the countries — members of the organization.
During his visit to the Donbass Kurtz noted that the SMM of the OSCE and its mandate to expand its zone of control on the entire territory of Donbas, and that the main task will continue to be monitoring the cessation of hostilities.
Lavrov believes that police mission in Donbas contrary to Minsk agreements 18.01.2017
