After visits to Kiev and Moscow, the Austrian foreign Minister Sebastian Kurz has announced its intention to expand the work of OSCE observers on the night. This writes Deutsche Welle.
After talks with his Russian counterpart Sergei Lavrov , foreign Minister of Austria, which now chairs the OSCE, Sebastian Kurz stressed the crucial role of Moscow in resolving conflicts in Europe in General and the «huge responsibility» of Russia in the decision of the military conflict in the Donbas in particular.
Ukrainian experts reacted positively to proclaimed on 18 January in Moscow the intention of Kurtz to increase the number of observers Special monitoring mission to Ukraine (SMM), and organize their observations at night.
Inclined to a cautious diplomatic statements, Kurtz demonstrated in Moscow vitality position of the European Union imposed against Russia economic sanctions.
He said in an interview with the Russian press that the easing of these measures is possible only after the full implementation of the Moscow Minsk agreements. At the same time, he warned that the possible lifting of sanctions will not apply to those imposed for the illegal annexation of Ukrainian Crimea.
According to Kurtz, Moscow can contribute to the solution of conflicts on the territories dealt with by the OSCE, as well as in the settlement of the armed conflict in the Donbass.
«In my opinion, Moscow is bears a great responsibility, and she has the opportunity to make a major contribution to the solution of this problem,» said Kurtz.
In an interview, he said that 700 of the SMM monitors will receive additional technical equipment, and their mission in the region will continue. Thus, the Austrian Minister noted that the majority of clashes and shootings occur at night, when the mission of OSCE monitors.
The biggest problem Kurz believes the lack of trust between the conflicting parties, as well as to Western mediators.
«The Ukrainian side does not believe Russia. And in Moscow the impression that the EU is interested in good relations with Russia, and the only solution to the conflict», — said the Minister. He intends to achieve progress, following the policy of «small steps».
As earlier reported, Kurtz expressed doubt that the idea of an armed mission of the OSCE in the Donbass can become a reality, in particular, due to the lack of support among member countries of the organization.
The Russian foreign Minister Sergei Lavrov said that Moscow agree to the arming of the OSCE observers working on the line of contact in Donbas, in small arms, but I think that the idea of establishing a police mission of the OSCE contradicts the Minsk agreements.
