Analysis by Council of Europe experts of the Ukrainian law on education needs to remove all the manipulation around him. This was stated by Vice Prime Minister of Ukraine Ivanna klympush-Tsintsadze journalists, reports «UKRINFORM».
«I am very pleased that the President signed a law on education. I’d like to see a lot less emotion on the part of our partners and colleagues from different countries, especially the border, and manipulation of a representation of the information that allegedly have violated the rights of minorities», she said.
The conviction klympush-Tsintsadze, the implementation of article 7 of the law, which concerns the language of instruction, extends the capabilities of representatives of national minorities.
«This is an additional opportunity for representatives of national minorities to realize itself in Ukraine», – said Vice Prime Minister.
Klympush-Tsintsadze reminded that the law provided the opportunity to receive preschool and primary education in the languages of national minorities and representatives of national minorities are not deprived of the opportunity after graduating from elementary school to study some subjects in their native language.
«I am convinced that the analysis of the Council of Europe the language of the article and the information we provided, as we see the implementation of this law in the real mechanisms that should remove the claim that, in my opinion, is completely artificial and too emotional are created by our partners in Hungary and other countries,» she said.
On 5 September the Verkhovna Rada of Ukraine adopted in the second reading the law «On education», and on 25 September it was signed by the President of Ukraine Petro Poroshenko. The document introduces 12-year school education and the educational office of the Ombudsman, as well as expanding the use of the Ukrainian language in education.
As explained by the Minister of education and science, Liliya Hrynevych, preschool and primary education will be acquired in the native language. While a large emphasis will be placed on mastering the state language. Then, starting from a basic level, the education will be carried out in the Ukrainian language.
The Chairman of the Transcarpathian regional state administration Gennady Moskal urged the President to veto the law. In his opinion, the initiative does not correspond to the European Charter for regional or minority languages.
Concern about the language of the article in the law has raised a number of countries: Hungary, Moldova, Poland, Russia, and Bulgaria and Greece. Romanian President Klaus Iohannis stated that he had decided not to visit Ukraine in October because of a new Ukrainian law «About education». The Ministry of foreign Affairs of Ukraine said that the visit of the President of Romania in Kiev not canceled and postponed.
The Minister of foreign Affairs Pavlo Klimkin noted that Ukraine maintains the conditions for learning minority languages. According to him, knowledge of the state language is a matter of national security.
