Deputy head of the presidential Administration Konstantin Eliseev notes that on 2 October in Paris, Russia insisted on the adoption of a new Amnesty law, under which the rebels would receive Amnesty before the elections in the Donbas, but Ukraine held its own.
He stated this on Monday 5 October at a briefing in Kiev, transfers UNIAN.
The Deputy head of AP noted that the Russian side tried to defend its interests.
«It was noted that Ukraine needs to introduce changes to the Constitution — this has not happened. Secondly, for example, has said that Ukraine must adopt a new Amnesty law, according to which automatically grant Amnesty to all militias — this did not happen,» — said Elisha.
In this regard, he stated that «we rejected any attempt to adopt a new law on Amnesty, all the more so in accordance with this law passed automatic Amnesty for the militants of the so-called «DNR» and «LNR».
«Thirdly, the Russian side insisted that a complete Amnesty was introduced until the local elections in the Donbas — this also did not happen», — stated the Deputy head of AP.
Eliseev notes that on 6 October in Minsk will discuss the specifics of holding elections in the Donbass in the framework of the Trilateral contact group.
«The discussion of the local elections would be held within the framework of the Trilateral contact group. And I want to say that tomorrow will host the next meeting at which we expect that this process will begin,» he said.
Yeliseyev also said that Russia in Paris tried to soften the sanctions, but the position of the «channel four» has remained unchanged — the lifting of sanctions after the full implementation of the Minsk agreements.
«There were attempts to make any loopholes to ensure that if Minsk (not) to cancel, then, at least, to soften EU sanctions against the Russian Federation. This also did not happen. Moreover, it was clearly stated that sanctions of the European Union and the international community against Russia will act till then, until all conditions are met and all approvals of the Minsk agreements», — said Elisha.
As noted by the Deputy head of the presidential administration, the Russian side tried to convince that the sanctions against Minsk process are irrelevant, and Russia over the situation in the Donbas is not responsible.
«On the contrary, following the talks was underlined the special responsibility of Moscow for the full and faithful implementation of the Minsk agreements», — said Elisha.
The Deputy head of AP noted that the summit ”channel four” in Paris October 2, managed to strengthen the unity of the European Union.
«Equally important, according to the results of Paris we managed to strengthen the unity inside the European Union, despite the attempt of the opponents of this unity to break,» said Eliseev.
According to him, for Ukraine it is essential to unity within the EU to maintain sanctions against Russia, but if necessary — for tightening them.
We will remind, on October 2 in Paris took place the meeting of leaders «Norman Quartet» (Ukraine, Russia, France and Germany). On its results the Ukrainian President said that the withdrawal of light weapons in the Donbas must be held 41 days.
Also all participants of the negotiations «channel four» supported the holding of elections in some districts of Donetsk and Lugansk regions according to Ukrainian legislation, under the supervision of the OSCE.
In turn, French President Francois Hollande said,elections in the Donbas must be held under Ukrainian law in the course of 80 days after the adoption of the corresponding law, and all candidates for election to the so-called «DNR» and «LNR» have to be granted immunity.
Hollande added that the meeting discussed the issue of Amnesty, which «should happen together with the elections».
In turn, the press Secretary of the Russian President Dmitry Peskov said that the issue of elections in «DNR» and «LNR» in isolation from political reform in Ukraine problematic.
He noted that Putin promised that in the next few days will give the Commission to discuss these issues with official representatives of «DNR» and «LNR».
