The President of Ukraine Petro Poroshenko signed a decree which enacts the decision of the Council of national security and defence (NSDC) of Ukraine on the development of the concept of creation of state system of protection of critical infrastructure and further developing such a system. The corresponding decree of 16 January, published on the website of the President. It shall enter into force from the date of publication.

According to the decision of the Council dated 29 December 2016, the Cabinet of Ministers should take 2 months to develop, with the participation of the National Institute for strategic studies and endorse the concept of creation of state system of protection of critical infrastructure and the action plan for its implementation, and 2 months after approval of this concept to develop, with the participation of the security Service of Ukraine, foreign intelligence Service and the National Bank of Ukraine and Deposit in the prescribed manner to the Verkhovna Rada the draft law of Ukraine «On critical infrastructure and its protection.»
Such a bill should provide for the settlement of questions of creation of state system of protection of critical infrastructure, the determination of the authority responsible for coordinating the protection of critical infrastructure in peacetime and in special period; the definition of functions, powers and responsibilities of Central bodies of Executive power and other bodies in the field of critical infrastructure protection, and the rights, duties and liability of owners and operators of critical infrastructure.
In addition, we are talking about the introduction of a unified methodology for assessing threats to critical infrastructure and responding to them, in particular regarding accidents and technical failures, natural disasters, malicious acts; introduction of criteria and methodology for classifying infrastructure to critical infrastructure, procedure of their certification and categorization; foundations public-private partnerships and resource support, as well as international cooperation in the sphere of protection of critical infrastructure.
According to the NSDC, the security service needs in a 3-month term to take measures for improvement of counter-intelligence security and protection of critical infrastructure.
In Ukraine will create the state system of protection of critical infrastructure, national security Council 17.01.2017
