In Ukraine came into force the law on the High Council of justice

In Ukraine today, January 5, entered into force the law on the High Council of justice. The law was published in the official newspaper of the Verkhovna Rada «Voice of Ukraine» of 4 Jan.

On 3 January President of Ukraine Petro Poroshenko has signed the law «On High Council of justice», which was adopted by the Verkhovna Rada on 21 December 2016.

The document defines that the High Council of justice is a collective independent constitutional organ of state power and judicial self-government, which operates in Ukraine on a permanent basis. The high Council of justice is a legal entity, the expenses for its maintenance are determined as a separate line in the state budget of Ukraine. The high Council of justice, in particular to make submissions on the appointment of judges to office; provides for the exercise of disciplinary authority disciplinary proceedings against judges; decides on dismissal of judges from office; gives consent to the arrest of a judge or his detention or arrest; carries out functions of the main administrator of budget funds for financing its activities; participates in the definition of budget expenditures for the maintenance of courts, bodies and institutions of the justice system.

VSP consists of 21 members, of which 10 are elected by the Congress of judges of Ukraine from among the judges or retired judges, two appointed by the President, selects two BP, two elected by the Congress of advocates of Ukraine shall elect two of the all-Ukrainian conference of prosecutors, two elected by the Congress of representatives of higher legal educational establishments and scientific institutions.

Chairman of the Supreme court is part of VSP’s position. The remuneration of a member of the VSP is set to the level of the salary of Supreme court justices by a factor of 1.5.
