In Ukraine, a 4G connection will be able to count only the residents of the centers of large cities

The national Commission of regulation of communications and Informatization (NCCIR) will hold a 4G/LTE tender in the 2.6 GHz band until the end of 2017.

This was stated by the head of the NCSRCI Oleksandr Zhivotovsky, reports «the New time.Business.»

He noted that this range will allow you to build a 4G coverage only in the centers of large cities.

«First of all, LTE will be in demand in large cities. As a first step, this (competition) can and should be done this year», — said the head of NCCIR.

According to him, it is in that range easier and faster to enter the fourth generation of cellular communication. To such conclusion the British consultants from Analysys Mason which concluded its study in end of last year.

It is expected that in the second and third quarter of 2017 NCRC auctioned 80 MHz (2510-2545, 2565-2570, 2630-2665 and 2685-2690 MHz). These bands expressed willingness to share the company MMDS-Ukraine (belongs to Rinat Akhmetov), expecting compensation for returned to the state radio frequency resource (HRD). The amount of compensation may amount to approximately 25% of the starting value of the bands put up for auction.

In the draft government decree, which was prepared by NCRC, the estimated price per 1 MHz in the 2.6 GHz band is 1,059 million. Accordingly, if you multiply this cost by 80 MHz and the number of regions (27, taking into account Crimea and Sevastopol), the initial price of $ 2,288 billion.

The regulator intends to sell at least three or four blocks, maybe five. Depends on how many will want and how much frequency they would be willing to buy, explained Zhivotovsky.

He noted that this year could be prepared to launch 4G 1800-yy range.

«If the three operators to agree (Kyivstar, Vodafone Ukraine and lifecell) on the redistribution, the 4G tender could be held this year», — said the head of NCCIR. However, we need to solve two problems. First, it’s concentration. One of the operators (Kyivstar) is more than half of radio frequencies in this range. The second problem is fragmentation. Radio frequency distributed non-continuous strips, as needed to launch high-speed mobile Internet, and narrow strips.

Thus, stressed Zhivotovsky, operators should themselves agree on the exchange (refarming). The only rule is the asymmetric exchange can not be. Companies have the right to share only in equal strips.

The Chairman of NCCIR stressed that this year, are multiplying factors, with the aim to eliminate fragmentation and concentration. This should encourage operators who have excess frequencies to get rid of them.

«If this fails, we can still improve the odds,» warned operators the head of the Telecom regulator.

Method of payment for Kyivstar, which could theoretically return the surplus to the state of HRD may be similar as in the case of MMDS-Ukraine. The press service of the Kyivstar said that it was not prepared to comment on the outcome of the work of Analysys Mason.

Zhivotovsky said that the question about the launch of 4G in the low and attractive terms of cover bands – 800 MHz and 900 MHz (the lower the frequency, the larger area can cover one base station – NV Business) – is not on the agenda. In the first need to turn off analog TV and exempt from military users (conversion). And in the second, to hold and refarming – because there is a range of sliced strips between the big three mobile and conversion. So in 2017 to prepare tenders in these bands will fail, said the head of NCCIR.

In lifecell to Analysys Mason have any questions regarding the findings about the obstacles that exist for the introduction of 4G bands 800 MHz and 900 MHz from military users. According to the press service of the operator, the high cost of conversion significantly limits the opportunities for development in these bands.

Another customer of British studies – Datagroup – also has questions to Analysys Mason.
