In the state Duma want to legalize private military companies

In the state Duma of Russia in the nearest months it is planned to introduce a bill to legalize the establishment and operation of private military companies (PMCs). This was told first Deputy Chairman of the Committee for state construction and law Mikhail Emelyanov in comments RT.

According to Emelyanova, the need for PMCs showed the situation in Syria because such companies «are ideally suited for use in such local conflicts».

He added that the law will allow to involve employees of PMCs to participate in counterterrorism operations abroad, the protection of allied States against external aggression and the protection of various objects, including oil and gas.

Under the bill, the PMCs must be licensed by the relevant authorities. In the document you want to register the concept and objectives of private military companies, works and services, as well as social security for Russians who work for PMCs.

Private military companies plan to ban to violate the sovereignty and change the boundaries of States, to overthrow the legitimate authorities to conduct subversive activities, to develop, to buy or to keep weapons of mass destruction.

Now the Russian legislation does not provide PMCs, however, aware of the existence of at least one private military company «Wagner», founded by a native of Ukraine Dmitry Utkin. According to media reports, the company participated in the fighting in the Donbass on the party of separatists, in particular, in the battles for Debaltsevo. The SBU reported that the PMC «Wagner» eliminated several well-known leaders of the separatists.

In the spring of 2016 the media first reported that in the middle East, killing dozens of mercenaries PMC «Wagner». Unit is in Syria in the autumn of 2015. In June 2017, the US imposed sanctions against the military campaign and Utkin.
