European companies selling arms to Africa and the middle East through the Ukrainian enterprises. This is stated in the investigation of the Center for the study of corruption and organized crime OCCRP.
«The documents obtained by OCCRP show that the authorities and companies of Ukraine made himself the key link in the network, which delivers a Soviet-style weapons from Europe to Africa and the middle East. Many of these weapons come from countries that are members of the EU», – said in the investigation.
According to OCCRP, in the period from 2015 to 2016 Poland which is an EU member and is guided by the strict rules of the export of arms, sent military vehicles into Ukraine in the amount of $4.1 million After that 45 military vehicles were shipped from Ukraine to East Africa through the United Arab Emirates.
«It’s like «laundering» of «dirty» money flowing through the series accounts, the vehicle was «laundered» to hide their true origin, route and destination», – said in the investigation.
In the documents analyzed OCCRP, we are talking about participation in illegal arms trade private Ukrainian company «Tekhimpeks», which repairs and sells military equipment, and also related to the British company’s Profit. It is noted that the scheme involved the Ukrainian military enterprise «Ukrinmash».
According to OCCRP, «Tekhimpeks» has signed at least 26 contracts for weapons worth $29.5 million in 2015 and 2016.
In the documents of «Tekhimpeks» contains the information that the company buys the weapons from manufacturers in Poland, Slovakia, Moldova, Bulgaria, Hungary, Romania and Bosnia and Herzegovina, and then sells to the markets of Africa, Middle East and Asia, including Ethiopia, Korea, Chad, UAE and Uganda.
«The basis of the export transaction is a loophole in the laws of Ukraine, which allows you to remove the sources and customers of weapons from documents», – explained in the OCCRP.
Analyst at Transparency International in Ukraine, Artem Davidenko, said that the operations revealed in the documents of «Tekhimpeks» characteristic of the Ukrainian «cloudy» system of arms exports.
«In practice, the whole system works on a selective basis – only a few non-state companies are licensed to import or export military products,» he said. «The lack of transparency in these internal documents do not allows you to understand exactly how everything is regulated and how one can influence it», – said analyst of Transparency International.
On September 25 the international human rights organization Amnesty International has said that Ukraine involved in illegal arms shipments to South Sudan.
