In 2016, more than 274 thousand people in Ukraine got free legal aid

Free legal aid in 2016 in local centres and their structural units received 274,5 thousand people, said the Coordination center for providing legal assistance to the Agency «Interfax-Ukraine».

From September to December 2016 monthly number of people seeking free legal assistance, the average was 44.5 thousand people, almost four times more than the monthly amount in the period from January to August – 12 thousand people.

«This significant increase is due to opening more than 400 legal aid Bureau throughout the country from 1 September 2016 and proved the correctness of the decision made by the government to expand access to legal aid», — noted in the message.

Primary legal aid, in particular, information and legal advice in 2016 received 238,7 thousand persons secondary — appointment of counsel for representation in court — 31.5 thousand

Most people have received free legal assistance 40.6 per cent belonged to the category of the poor. People with disabilities who receive a pension for the disabled persons in the amount of at least two living wages amounted to 30.1%, war veterans, 25.6 percent. The rest received free legal assistance to children deprived of parental care, and persons who are subject to the law of Ukraine «On refugees and persons that require complementary or temporary protection».

Often for free legal aid applied for social security for 18.5%, family and 10.8%, hereditary — 10,8%, the land is 8.5% and housing rights — 8%.

Secondary legal aid was provided to the regional centres of 81.8 thousand persons, and in particular, suspects and accused persons in criminal offense, as well as prisoners who are serving sentences and those which as a preventive measure detained.

The report noted that in four years, in the period 2013-2016, was made 1,9 thousand acquittals, to 16.9 million cases, the verdict provided an exemption from punishment to the test, 5.3 thousand sentences were pronounced with a softer penalty than the maximum provided by law.

In 2013 Ukraine launched the free secondary legal aid in criminal proceedings and in civil and administrative cases – from July 2015. Moreover, this type of assistance was provided to needy, orphaned children, children deprived of parental care, refugees, war veterans.

Napominm at the end of August 2016, the Minister of justice of Ukraine Pavel Petrenko said that since the beginning of the year almost 200 thousand Ukrainians took advantage of the free legal aid.
