Hrytsak called on the culture Ministry to review the list of banned Russian films and to apply for assessment to the experts

The security service of Ukraine is asking the Ministry of culture to revise its approach while taking decisions on the prohibition of the demonstration of Russian films and to involve the specialists of the expert Committee for cinematography.

«…We ask you to initiate more thorough processing of content is prohibited with the mandatory involvement of experts of the expert Committee for cinematography, which operates under the State Agency of Ukraine for the movie, which will allow you to select from the General list of prohibited for screening in Ukraine of films, especially well-known and popular among the population, indeed harmful content and to avoid speculation, which artificially fueled by anti-Ukrainian forces and propaganda of the state-an aggressor», — said in a letter to the head of SBU Vasily Gritsak to the Vice-Premier – Minister of culture Vyacheslav Kirilenko, a photocopy of which was unveiled by the speaker of the secret service , Elena Gitlyanskaya on the page in Facebook on Wednesday, 6 April.

Grytsak stressed that SBU is absolutely clear in respect of those persons who are siding with the aggressor state, and in the framework of its competence respond adequately to their anti-Ukrainian or illegal activities or the availability of data concerning the preparation for actions aimed against the interests of Ukraine.

He recalled that the secret service barred, expelled and reduced the term of stay in Ukraine of a significant amount of foreigners that their actions and statements bring harm to the national security of the state.

The head of the SBU also said that were compiled and sent to the Ministry of culture corresponding lists of foreigners that the Ministry uses to ban the distribution and demonstration of films.

Hrycak has observed that the Ministry of culture not provides a balanced assessment and a detailed analysis of such lists.

«As a result, in the list of the Ministry of culture were movies, ban on display of which can be interpreted as an encroachment on the constitutional rights of citizens… In particular, the Ministry of culture officially explains the prohibition of content exclusively obtained from the service in the list, effectively ignoring the function allocated to the State Agency of Ukraine on questions of cinema,» the statement said.

Grytsak stressed that such actions of the Ministry of culture undermine the activities of the authorities, including the SBU.

We will remind, on March 29, the Verkhovna Rada of Ukraine adopted the law on amendments to the law of Ukraine «On cinematography» (with respect to films of an aggressor state).

The law stipulates that the prohibition provided for distribution and showing of films containing promotion or propaganda organs of the aggressor state and their individual actions, concerns the distribution and showing of any films regardless of their country of origin, manufacture after August 1, 1991. Ban the broadcasting of films produced by individuals and legal entities of an aggressor state, not containing promotion or propaganda, applies to films, produced and (or) unveiled (shown) after January 1, 2014.

On 18 February the State Agency of Ukraine for the movie revoked distribution certificate films with the participation of Sergey Bezrukov, Fedor Bondarchuk, Joseph Prigogine, Oleg Gazmanov, Ivan Okhlobystin and Mikhail Porechenkov.
