Groisman instructed to increase the budget for the purchase of snowplows to 750 million UAH

Prime Minister of Ukraine Volodymyr Groysman on Thursday, January 12, 2016, held a meeting on development of road infrastructure and improvement of the system of road maintenance in winter period. As reported in the press service of the Cabinet of Ministers, during the meeting its participants touched upon the problem of the insufficient number of the necessary equipment for winter road maintenance and technological obsolescence.

«What worries me now is no quality system of cleaning of roads. Therefore, any snow — SSES begins to help solve the problems, although in fact «Ukravtodor» should just systematically include road and then the situation will be completely controlled. It is necessary to change technology, it is necessary to buy new equipment, it is necessary to increase the responsibility, and the DSNs to use as an auxiliary service that are ready to support us if we do have an abnormal snowfalls», — says the head of the Ukrainian government.

Speaking about the interaction between SSES and services of roads, adverse weather conditions, Groisman also noted that rescuers should only help in the most difficult weather situations. The Prime Minister believes that it is necessary to build systematic work on the proper maintenance of roads.

In this context, the Prime Minister instructed to increase the resource to buy new equipment for winter cleaning for 500 million in addition to the 250 million already provided.

«We don’t have enough technicians in the country for quality of road maintenance in winter, — said Groisman. — The first order — let’s increase the amount of money for the purchase of equipment for winter cleaning. Start from 250 (million UAH) — is the money that is already there and we can start work and agree that we should increase by another 500 million That is up to 750 million total amount for the year for the purchase of new equipment. The only thing we need to see that this technique is maximally produced in Ukraine is work for people, local economies and so forth.»

In a meeting chaired by Prime Minister was attended by the Vice Prime Minister of Ukraine Vladimir Kistion, Chairman of the Board of PJSC «SJSC «motor roads of Ukraine», the acting President of the State Agency of automobile roads of Ukraine Slawomir Nowak, head of the State service of Ukraine on emergency situations, Nikolai Chechetkin.

As previously reported, from 12.00 Thursday, January 12, closed by the movement of vehicles on roads R-71 and R-55 on the territory of Odessa region.

During the meeting the parties also discussed preparations for the beginning of large-scale reconstruction and construction of roads in 2017.

«Now we need to quickly prepare for the start of major construction works on repair, minor repair, major repair, reconstruction, construction of new roads, — said Groisman. — April 1, we should be perfectly prepared: tender, money, purchases, everything must be ready.»

One of the priority projects of road works in the Ukraine will become a highway that connects Lviv with Kyiv.

The Prime Minister underlined the priority of the highway Lviv — Ternopil — Khmelnitsky — Vinnytsia — Uman — Odessa, which will emphasize the transit potential of the country.

«We take the highway a priority. Definitely, it will work», — said Groisman.

The head of government noted the necessity of completion of works on construction of the road Odessa — Reni.

In turn, speaking on the condition of roads in Ukraine, Novak said that for 20 years the sector of road construction has been chronically underfunded. According to him, after the decision of the Prime Minister about the beginning of the road works, the situation began to change, and in 2016, have been repaired about 950 km of roads. Now in poor condition are 17% of the roads.
