Article about language education in the draft law «On General secondary education», which is now being prepared, will be updated. This was stated by the Minister of education of Ukraine Liliya Hrynevych at a briefing after the meeting with the Minister of national education of Romania Liviu Marian Pop, the correspondent of the edition «GORDON».
«I explained that the article will be clarified and its implementation are written in the law «On General secondary education», in a special law, the draft of which we are preparing for the implementation of the law On education, educational standards and curricula, providing for a certain number of subjects in specific languages,» – said the Minister.
As reported by the Ministry of education, the Council of Europe sent a letter with a statement of send for examination to the Venice Commission of the law of Ukraine «On education».
Hrynevych also said that he would discuss the law with the Secretary General of the Council of Europe Thorbjørn Jagland.
«Paragraph 4 of article 7 of the law provides that basic and high school one or more subjects could be taught in the language of the European Union. The ratio that would be put in different classes, will be registered in the basic curriculum, which is approved by the Cabinet, along with the state standards. We are ready to for this advice, but all decisions must consider first the interests of our citizens, regardless of origin,» said the Minister.
According to her, in Ukraine now there are areas where children do not speak the Ukrainian language.
On 5 September the Verkhovna Rada of Ukraine adopted in the second reading the law «On education», September 25, it was signed by the President of Ukraine Petro Poroshenko, and on 27 September he published in the newspaper «Voice of Ukraine».
The document introduces 12-year school education and the educational office of the Ombudsman, as well as expanding the use of the Ukrainian language in education.
Concern about the language of the article in the law has raised a number of countries: Hungary, Moldova, Poland, Russia, and Bulgaria and Greece. Romanian President Klaus Iohannis stated that he had decided not to visit Ukraine in October because of a new Ukrainian law «About education». The Minister of foreign Affairs Pavlo Klimkin noted that Ukraine maintains the conditions for learning minority languages. According to him, knowledge of the state language is a matter of national security.
