The Prosecutor General’s office of Ukraine assure that the investigation of criminal proceedings on the events on the Maidan in November 2013 — February 2014 will not be discontinued as of 1 March of the current year, despite the fact that the State Bureau of investigation (UIR) was established only today, 29 February 2016.

As reported, the law of Ukraine «On the State Bureau of investigation» was adopted by the Verkhovna Rada on 12 November 2015 and signed by the President on 14 January 2016. According to the document, the law comes into force since the establishment of the Cabinet of Ministers of the State Bureau of investigation, but not later than March 1, 2016.
In February the Prosecutor General’s office of Ukraine urged the Verkhovna Rada to postpone the entry into force of this law, to prevent a critical situation with the investigation of the «Maidan» cases.
On 27 February the President of Ukraine Petro Poroshenko has signed the decree «On appointing persons to the Commission on carrying out competition on occupation of the post of Director of the State Bureau of investigation». The Commission from the President members: head of Department of civil law faculty of Kiev national University, academician of the National Academy of legal Sciences of Ukraine, doctor of legal Sciences, Professor Roman maidanyk, Professor of the Department of theory of law and state, law faculty of Kyiv national Taras Shevchenko University Viktor Samokhvalov and partner of law firm «Sayenko Kharenko» Tatyana Slipachuk.
The Cabinet of Ministers of Ukraine approved on February 29, the competition Commission on the creation of the UIR, composed of six members, three representatives from the President and the government, and will have three representatives from the Parliament.
«We assign to the competition Commission six of the nine members, we expect that the Verkhovna Rada of Ukraine of three candidates to the competition Commission. Also the resolution of the Cabinet we create the State Bureau of investigation as the Central body of Executive power. Tomorrow appointed by the first meeting of the competition Committee for that. to start the procedure for the appointment of the Director of RRT», — said at an extraordinary government meeting on Monday in Kiev Prime Minister of Ukraine Arseniy Yatsenyuk.
During the meeting, the Cabinet approved the nominations of six members, namely: from the government — the first Deputy Minister of internal Affairs Eka Zguladze, first Deputy Minister of justice Natalia Sevostianova and member of the Collegium of the Ministry of internal Affairs, the people’s Deputy Anton Gerashchenko (faction «national front»); the President of Maydanyk, Samokhvalova and Slipachuk.
The Prime Minister also noted the importance of the adoption by the Ukrainian Parliament of amendments to the law on the state Bureau of investigation for the functions of investigation remained in the Prosecutor’s office until such time as the RRG will not become fully operational.
Thus, members of the government at an extraordinary meeting on Monday adopted a decree on personal structure of the competitive Commission on determination of the head of the RRG, on the establishment of a Central Executive body – the Bureau, which will start functioning after the appointment of the head and the formation of the entire structure.
In addition, the government adopted an appeal to Parliament with a request to submit their candidates to the competition Commission on the election of the Director of RRT and on the need to amend the law to this Bureau.
«The third point is an appeal to the Parliament to ensure that it submitted its candidates to the competition Commission on the appointment of the Director of RRT, as well as an appeal to the Parliament about the need to vote for changes and additions to the law of Ukraine about GBR», — said Yatsenyuk.
The state Bureau of investigation — the Central Executive body responsible for law enforcement for the purpose of prevention, detection, suppression, disclosure and investigation of crimes assigned to its competence.
