Next year in Ukraine will increase the cost of natural gas. On this edition of «GORDON» said the President of the Center for global studies «Strategy XXI» Mykhailo Honchar, commenting on the fact that the IMF expects the reduction in prices for gas in Ukraine in line with the market.
«In 2017, the government kept the attack from the «Naftogaz» and the IMF. Of course, the new year, the cost of gas will increase. Most likely, the Cabinet will try to explain the IMF is that the formula for Ukraine should differ from the import parity prices. What are the reasons? We are not a 100% consumer of gas. That is, we import only one-third of the required volumes. The remaining two thirds is gas our domestic production. Thus, you need to make changes that the import parity price is not the only criterion for determining the market price of gas,» – said Gonchar.
According to him, the gas price hike is not unreasonable.
«Suits us more example of Romania, which was released on the self at the expense of gas of own production. Due to growth they have a little import, but in General they are supplied with gas themselves. And the price of gas they are significantly lower than in other EU countries. Therefore, from the IMF to us, too, must be a kind of «Romanian» approach. Yes, to increase the price of gas is a necessity, but it is not necessary to do so, as we used to. In General the gas price hike objectively. In particular, this related to investments in the expansion of domestic gas production. However, this should be done several years in a row. So, the money will be taken from consumers. In Romania also raise gas prices. However, a few percent, not a third,» – said the source.
He focused on the fact that any statements of officials about a possible reduction in the cost of gas is populism.
«When Ukraine will achieve full self-sufficiency gas, the price can crawl down. Play the factor of competition in the gas market. But all the talk of the government about possible decrease in the cost of gas now is populism. The price of gas should rise gradually. But the IMF was a little concerned about our pockets – they are interested in how to settle the debts. The price of gas must rise, not at the pace that trying to lay in the IMF or «Naftogaz». If next year we will have any elections, populism can gain the upper hand – the price of gas fell slightly. Literally a few percent. But it will appeal to the electorate,» concluded Potter.
The latest Memorandum of cooperation between Ukraine and the IMF signed in March 2015, within four years, the Fund needs to provide Ukraine with $17.5 billion In the framework of this programme the Ukrainian government has already received four tranches totaling $8.7 billion.
In may 2017, the IMF said that for the completion of the revision of the program expect that the Ukrainian authorities ensure that parliamentary support land and pension reforms, anti-corruption bills and the intensification of the privatization process.
On 14 October, Finance Minister Alexander danyluk said that the «realistic» estimates the likelihood of the receipt of the next tranche before the end of 2017, but on October 26 the national Bank of Ukraine reported that they expect receipt of funds no earlier than the first quarter of 2018.
