In the Council of national security and defense called a speculation the statement ex-the Deputy public Prosecutor Nikolay Golomsha and General Vladimir Zaman about the publication of the transcript of the Council meeting of 28 February 2014 concerning the situation prior to Russia’s annexation of Crimea.
This is stated in the statement of the press service of the NSDC, published on the website on 27 February.
«The Verkhovna Rada Committee on national security and defence was given a full copy of the transcript of the Council meeting dated 28.02.2014. The date stamp on this document corresponds to the time the copy is done», — stated in the message.
According to the press service, the original of the transcript in accordance with the requirements designed and stitched with the other documents of the time and is on file at the national security Council.
«Regarding the statements of former Deputy Prosecutor General Golomsha and General Zaman in the media that Turchinov in addition they also supported the introduction of martial law on the NSDC meeting, provide the following information. N. Golomsha and V. Zaman never were members of the national security Council after the victory of the Maidan and, therefore, did not represent the Prosecutor’s office and the Ministry of defence on the meeting of the NSDC on February 28, 2014», — stressed in the Council of national security and defense.
Thus, according to the press service, the position of the General Prosecutor’s office during the discussion at the meeting was represented at that time the Prosecutor General, member of the national security Council Oleg Makhnitsky.
At the same time, in the NSDC note that General Zamana was appointed by the Commissioner of the Ministry of defence on 22 February 2014 and held this position until the formation of the new government. His powers were suspended on 27 February 2014 following the appointment of the Parliament, the acting defense Minister Igor Tenyukh.
«On February 28, to the position of chief of the General staff, was appointed Lieutenant-General M. kutsina, therefore, to submit the defense Agency during the formal discussion at the meeting of the NSDC 28.02.2014 Zaman could not because it represented Tenyukh», — noted in SNBO.
«It is clear that Golomsha and Zaman also, not being members of the Council, could not vote for the imposition of martial law, and was voted one of the Chairman of the Verkhovna Rada Turchynov», — stressed in the press service of the NSDC.
Also in the Council of national security and defense reported that at the meeting were invited leaders of political parties who were in coalition.
«It was caused by the fact that in the case of the adoption of the NSDC decision on the introduction of martial law, immediately had to take the Verkhovna Rada of Ukraine that would not have been possible without the support of the leaders of the major parliamentary parties of the majority,» added the NSDC.
«We believe that the current speculation about the decisions of the Council related solely to the desire of their originators to obtain political dividends», — said in a statement.
As reported, on February 22, was made public the transcript of the Council meeting held on 28 February 2014, on the situation, slozhivshiesya in the state in late February or in March 2014 (the issue of annexation of the Autonomous Republic of Crimea).
As followed from the record, the only meeting of the then acting President of Ukraine Turchynov supported the introduction of martial law in Ukraine.
27 February 2016 media with reference to ex-the Deputy Prosecutor General Holomsha said that Turchynov was not the only one who voted for the imposition of martial law in Ukraine during the annexation of Crimea by the Russian Federation.
