Deputy Minister of foreign Affairs of Ukraine on European integration Elena serkal , the head of the EU delegation in Ukraine, Yug Mingarelli at the meeting on Wednesday discussed the prospect of a speedy introduction of visa-free regime for Ukrainians, as well as cooperation in the energy sector. This reports the press service of the foreign Ministry.
«It was stressed that Ukraine has fulfilled all the criteria of the action Plan on liberalization of EU visa regime for Ukraine, which is confirmed by the report of the European Commission dated December 18, 2015. (…) In this respect, Ukraine expects that the institutions and member States of the EU will make further efforts to adopt the legislative proposal to grant Ukrainian citizens the right to short-term visa-free travel to the EU in the near future, regardless of the harmonization process within the EU mechanism for the temporary suspension of visa-free regime», — stated in the message.
During the discussion of cooperation in the energy sector mirror raised the issue of the recent decision of the European Commission, the consequence of which was the introduction of additional exceptions regarding third party access to the capacities of the OPAL gas pipeline. According to her, the adoption of such decisions without prior consultation with the Ukrainian side is in violation of article 274 of the Association Agreement between Ukraine and the EU, providing for mutual accounting of the parties of the potential and opportunities of energy infrastructure, each other, and consultations and coordinate their actions in the sphere of ensuring security of supply of energy resources.
In addition, said Deputy foreign Minister, the European Commission is in the process of preparing such decisions must comply with the commitments made by the EU in the framework of its participation in the Treaty establishing the Energy Community, in particular to observe in relations with Ukraine and other partner States the principle of solidarity and to avoid decisions that conflict with the antitrust laws of the EU.
«During the discussion of the completion of the ratification procedure of the Association Agreement between Ukraine and the EU based on the results of the April referendum in the Netherlands it was agreed to continue active cooperation with the Dutch side, including in a trilateral format «Ukraine — Netherlands — the Council of the EU» with the aim of finding a mutually acceptable solution, which would allow to complete the process of ratification of the Association Agreement to the European Council on 15-16 December 2016″, — stated in the message.
As reported, on 20 April the European Commission invited the European Parliament and the Council of the European Union to cancel visas for Ukrainian citizens. This proposal is a consequence of the positive evaluation provided by the European Commission in December last year. In it particular, it provides confirmation that Ukraine has fulfilled all the criteria in the framework of the action plan on visa liberalization.
On 26 September the European Parliament’s Committee on civil liberties, justice and home Affairs (LIBE) endorsed the report on granting Ukraine a visa-free regime and provided the mandate for the beginning of negotiations between EU institutions.
On 23 October, President Petro Poroshenko said that Ukraine will receive the decision on introduction of a visa-free regime with the European Union before the summit Ukraine — EU on November 24.
In October, Vice Prime Minister of Ukraine on European integrationIvanna klympush-Tsintsadze said that «bezviz» for Ukraine is delayed due to discussions between the EU institutions, which arose around the «mechanism for the temporary suspension of visa-free regime in respect to third countries».
