The President of the European court of auditors Vitor Caldeira called for a «completely new approach» to the spending of EU funds, which would allow them to spend only as directed. Presenting the report in Brussels, Caldeira noted that this is especially important in times of such «biggest challenges» of migration crisis or high unemployment.

According to Caldeira, who leads the Agency dpa, with typical errors in the expenditure of EU funds is a violation of the regulations when allocating state contracts. For example, if government contracts are allocated without competition. Caldeira noted that the index, which in 2014 is equal to 4.4 per cent, should not be regarded as fraud, inefficiency and mismanagement of funds.
