Okhendovsky emphasized that the norms of the Constitution are norms of direct action, and, accordingly, they have no specific legal impact on social relations and specific consequences.
According to the Constitution, not entering favorites from the party the Deputy of Rada in the composition of the parliamentary faction of the party or the exit from such a faction is grounds for early termination of parliamentary powers, at the same time the law «On status of people’s Deputy of Ukraine» provides for the early termination of Deputy’s powers in connection with his withdrawal from the faction of the party, from which he was elected.
Thus, the Constitution, speaking of the imperative mandate, refers to a non-existent law.
