In the Kiev region Chernobyl exclusion zone 9 November officially launched the construction of Centralized repository for spent nuclear fuel (facility), UNIAN reports.
At the opening ceremony of the construction was attended by Vice Prime Minister of Ukraine Volodymyr Kistion, Minister of energy and coal industry Igor Nasalik, U.S. Ambassador to Ukraine, Marie Yovanovitch.
Technologies for construction offered American company Holtec International, which signed a contract with the company «Energoatom».
Through this project, Ukraine plans from 2019 to stop the export of spent nuclear fuel for reprocessing in Russia and to start to store fuel in the facility. «In today’s event, our state was almost last 10 years,» said Kistin.
According to him, in the future Holtec International will transfer part of its technologies to Ukrainian companies.
«Ukraine has paid Russia about $2 billion for the export of spent fuel only from the start of this project in 2005. This $2 billion could be invested in infrastructure, modernization of generating capacity,» said Jovanovic.
The President of «Energoatom» Yuri Nedashkovsky in turn, said that the contract for the construction of the repository was signed in 2005, but for several reasons, including political, its implementation has been delayed and only in 2014 the work on the project resumed.
«Today» notes that a repository for waste assemblies from the Rivne, South Ukraine and Khmelnitsky NPP, which is now exporting them to the storage and enrichment to Russia.
According to the head of Holtec International Chris Singh, security of the facility is paid maximum attention. Its construction will be used specially designed for Ukraine the technology of double-barrier containers.
«After the commissioning of the facility will be the first in Europe in terms of installed capacity of nuclear installations,» – said Singh. He said that «even a straight RAM the passenger liner will not leak radiation».
As have informed «news» in the Ministry of energy and coal industry, the cost of construction will cost Ukraine $1.4 bn.
At the same time, the head of the Supervisory Board of the Institute of energy strategies Yuri Korolchuk told the newspaper that the main question is how effective the project will be implemented. «Despite the fact that the construction will deal with the American company Holtec, its specialists to build in the Ukraine, nothing will. Instead, it will attract other contractors, maybe even Ukrainian, so how the project will be environmentally safe and technically effective, is still a mystery,» – said Korolchuk.
However, he noted that from an economic point of view, the project can be in the hands of Ukraine.
A source of «News» in the Ministry said that a significant role in the decision-making process on the establishment of the store took an American manufacturer of nuclear fuel Westinghouse, which for many years trying to replace Russian nuclear fuel for its Soviet reactors of Ukrainian NPPs.
On 7 June the government of Ukraine approved the project of construction of centralized repository for spent nuclear fuel.
In April 2017, the Minister of ecology and natural resources of Ukraine Ostap Semerak reported that the store will be built in the Chernobyl zone. According to him, Ukraine annually pays Russia about $200 million for the storage of spent nuclear fuel.
