Eight parties signed a Declaration on joint efforts for the elections to the district Council of Kiev

Today, February 11th, representatives of eight parties: «Ukrainian Union of patriots – DILL», «Association «Samopomich», «Batkivschyna», «Svoboda», «Civic position», «Demalyansa», «Republic», «the Power people» signed a Declaration on joint efforts to conduct elections of deputies to district councils of Kyiv. According to the head of the press service of «Dill» Eugene Kravchuk in Facebook, the Declaration signed today during a rally near the Kyiv city state administration.

Klitschko: Parliament should legislate to regulate the powers of the deputies of regional councils in the cities

The document notes that the parties unite efforts and resources to create a district in Kyiv city councils with broad powers and conduct fair and transparent elections.

The Declaration includes the requirements for Kyiv mayor Vitali Klitschko and city Council, among them: to appeal to the President of Ukraine Petro Poroshenko with the requirement to apply the Constitution granted powers to stop the manifestations of attempts to usurp power in the capital; to join the trial on appeal of the ruling of the judge of District administrative court of Kiev Alexey Ogurtsov about the postponement of the elections to district councils; to appeal to the Central election Commission to reopen the electoral process and to appoint new date of elections in a district in Kyiv city councils no later than April 2016.

The head of the Kiev city organization «Dill» Dmytro Simansky said: «For us, it is essential that a crisis situation with local self-government in Kyiv became the catalyst for real, effective Association of democratic and Patriotic forces. We believe that district councils in Kyiv to be».

Before signing the Declaration held a rally in support of elections to the district Council of Kiev.

As reported, on July 23, 2015 the city Council adopted a resolution «On the management of the city of Kiev», which identified the lines of authority 10 district councils in Kyiv, and appointed the first election of such district Council members on 27 March 2016.

The CEC announced the start of the process for elections of deputies of regional councils of Kiev on 6 February 2016.

February 5, Kyiv District administrative court decided to stop the action of the CEC decision on holding in the capital on March 27 elections to the regional councils.

On January 28, the CEC filed an appeal against the decision of District administrative court to cancel the elections to the district Council of Kiev.

On 29 January the representatives of political parties signed a joint appeal to the President of Ukraine with an appeal not to allow failure of elections to the Metropolitan and regional councils have applied to the Prosecutor General of Ukraine and the National anti-corruption Bureau.

The regional councils in Kyiv were eliminated in 2010.

Klitschko: Parliament should legislate to regulate the powers of the deputies of regional councils in the cities

Vitali Klitschko said that Parliament needs to regulate the powers of the deputies of district councils in cities. He said this at the beginning of the meeting of the city Council, reported the press service of the mayor.

«We will be the question of elections to the district councils of the capital. Of regional councils, which don’t have that — not in any large city in Ukraine. The decision of such elections, as you know, took the city Council of last convocation», — said Klitschko.

He added that different opinions are voiced today — need district councils in the capital or not, and stressed that the question is, what powers will have these local governments.

«So they did not overlap with the powers of the city Council, and not to have chaos in city government. Because we have 120 deputies of the Kyiv city Council. And to them may be added more than 500 district Council members! This is why we need to understand and prescribe what will be left for the deputies of regional councils, which will have the powers of the Board, what responsibility. And explain it to the people,» — said the mayor of Kyiv.

Klitschko said that the question of the district councils should be clearly regulated by law.

«Since the Constitution of the district councils in the cities it is not, then perhaps the Parliament should adopt a law on district councils in the cities of Ukraine: Kyiv, Dnipropetrovsk, Kharkiv, Lviv. So we didn’t make up the rules for each election and each town,» said the mayor.
