To simplify the import into Ukraine of foreign currency in cash has pros and cons. This was stated by the economist, the President of the Ukrainian analytical center Alexander Okhrimenko, in the column on the website «112 Ukraine».
«Earlier, when the NBU has prohibited the most part of foreign payment systems in Ukraine, Ukrainian migrant workers are having some problems. Now the NBU hopes – and it is good that migrant workers are more import to Ukraine of foreign currency in cash», – he wrote.
Also among the advantages Okhrimenko said, is that citizens who hid the currency in the offshore, now would be more willing to return the money to Ukraine.
«The whole idea is good and designed to ensure the inflow of foreign currency in Ukraine», – said the economist.
On the other hand, according to him, facilitation of import of currency in Ukraine «is very comforting persons who engage in money laundering».
«It really is «Royal gift» for all sorts of dubious businessmen and speculators. Now you can even the money of drug lords to import into Ukraine, to declare, and then safely to carry in any other country in the world, on the grounds that it is «white» money, as they have passed all customs formalities in Ukraine. This is a trick with the «wybielanie» money», – said Okhrimenko.
At the same time, he noted that other countries are not simplified export foreign currency in cash, «so, for example, a migrant worker from Poland or Russia can’t just take out of these countries without documents worth more than €10 000, then to bring to Ukraine».
However, the economist added, large amounts of currency can be taken out of certain countries of Africa, Asia and especially Latin America.
«And you can take a million or several million US dollars in cash, «honestly earned» in the jungles of Colombia or South East Asia, and to import them to Ukraine, then to use in a subsequent «work.» Indeed, very necessary and useful reform» – summed up Okhrimenko.
The national Bank of Ukraine from December 14 to allow residents to bring in excess of €10 000 equivalent with no supporting documents, that is, only if its written Declaration to the customs authority in full.
