For almost half a year of operations in Ukraine «law Savchenko» of prisons, before the term came 8,5 thousand prisoners, among whom over a thousand were accused of murder. About it in interview to the edition «GORDON» said the Deputy Minister of justice Denis Chernyshov, who oversees the prison system.
«We have the «law Savchenko» out 8.5 thousand prisoners, of whom more than a thousand murderers,» said Chernyshov.
To the question, could the «law Savchenko» lobbying underworld, the official said: «Quite realistic».
«And here I have a question for a very «competent» in the Verkhovna Rada, which quickly adopts the «law Savchenko», and then quickly cancels it. Maybe because of all who have left. Although when «Savchenko’s law» was passed in the full edition, we proposed to amend, to make fine adjustments, because a grain of truth in the law. November 26, 2015 the Verkhovna Rada voted for «Savchenko’s law» – the bill «On amendments to the criminal code of Ukraine concerning improvement of the procedure for admission by the court of pre-trial detention period to the sentence,» according to which one day in jail counts as two days of imprisonment on conviction on indictment to the prisoner.
Co-author of the bill MP from the «Batkivshchyna» Hope Savchenko, which at that time was under arrest in Russia. The President of Ukraine Petro Poroshenko has signed the law on 23 December 2015.
September 21, 2016, the General Prosecutor of Ukraine Yuriy Lutsenko said that «Savchenko’s law» «is a big threat to inflame crime situation» in the country. Eight months later, on may 18, 2017, the Verkhovna Rada adopted the bill No. 5534, which abolished the rule under the «law of Savchenko». Itself the MP at the meeting were not present. She later called Poroshenko to veto the Rada passed the law.
On 17 June the President of Ukraine signed the law №2046-VIII «On amendments to the criminal code of Ukraine concerning the rules of addition of punishments and transfer of the pretrial detention» abolishing the norms of the «law of Savchenko».
