Relevant research data released today, 14 November, on a press-conferences in Kiev the General Director of the Committee of voters of Ukraine Oleksiy Koshel, UNIAN reports.
According to him, for analysis were taken and tested for implementation 138 pre-election promises of deputies, which was contained in their election programs.
As noted Purse, among the leaders in the implementation of election promises — «popular front» and «Block of Petro Poroshenko». They are almost fully complied with, respectively, 82% and 60% of their promises.
The following are «Samopomich» — 54% of the fulfilled promises, «Batkivshchyna» — 42%, Radical party of Oleh Lyashko — 37%, «Opposition bloc – 23%.
Commenting on the situation, the General Director of the CVU noted that the reason for the failure of their promises, the Parliament is, on the one hand, the oppositional status of individual fractions, which gives less chance for the adoption of bills in the session hall, and on the other a significant part of the promise from the beginning was unrealistic to perform.
At the same time, Koshel said that the Parliament of the current convocation has become a leader among the parliaments of other convocations in the number of registered bills — more than 5 thousand. «This Parliament has registered the greatest number of bills. But even if he worked around the clock, to consider them would be impossible,» said Koshel.
However, he noted that a more effective Parliament must amend its regulations. «It is necessary to amend the regulations, which will indicate that the subject of the legislative initiative is not the MP, and MPs at least 18 people. This will greatly reduce the number of «legal» spam and improve the quality of legislation,» said Koshel.
In turn an analyst of the Committee of voters of Ukraine Denis Rybachuk said that the HLC recommends that the Verkhovna Rada of the VIII convocation to increase the number of plenary meetings to improve work efficiency.
In particular, Recalling the results of studies conducted by the CVU, the fisherman noted that the Verkhovna Rada of the current convocation held over the two years of tenure less than plenary sessions in comparison with the parliaments of the three previous convocations.
«For two years of work of the Verkhovna Rada of the VIII convocation was held 127 days of plenary sessions, almost as much as the BP of the V convocation in less than a year and a half,» said the fisherman.
According to him, the difference with the other convocations are also less tangible — the Parliament of VI convocation spent two years 196 meetings of the Parliament of VI convocation — 132. The fisherman noted that the current composition, in contrast to the previous, more time was devoted for two years working with the voters — 103 days.
