Criminal proceedings under the ex-the chief of militia of Odessa region concerning the events of 2 may sent to the court. He faces up to 10 years in prison

The office of special investigations sent to court the criminal proceedings against the former head of the Main Department of the Ministry of internal Affairs (MIA) of Ukraine in Odessa region Pyotr Lutsyuk in connection with the events in Odessa on may 2, 2014. This is stated in the press service of the GPU.

«The office of special investigations the Main investigation Department of the Prosecutor General’s office of Ukraine today, February 26, is directed to seaside district court of Odessa the criminal proceedings against the former head of the Main Department of MIA of Ukraine in Odessa region on the criminal offences provided for by part 3 of article 135 (abandonment in danger), part 2 of article 364 (abuse of power or official position), part 1 of article 366 (office fake) UK of Ukraine», — stated in the message.

The accused is charged with abuse of official position, reflected in deliberate, contrary to interests of service, idle for the purpose of obtaining for himself an unlawful benefit non-property character and led to the occurrence of serious consequences in the form of the deaths of 48 people during the mass riots on may 2, 2014 in Odessa, wounding 200 people and causing material losses of more than 200 thousand hryvnias, and also knowingly leaving without the aid of those who were in life-threatening condition and deprived of possibility to take measures for the preservation, where possible, to organize them, following and forgery of documents concerning the introduction of the operational plan of «Wave».

«The most severe sanction of incriminated articles provides till 10 years of imprisonment», — is spoken in the message.

May 2, 2014 in Odessa there were collisions between participants of Pro-Ukrainian March «For unity» organized and armed group of persons with Russian symbols, which were supported by the police and tried to prevent the holding of this March. The clashes began rioting, which has increased dramatically on the Kulikovo field near the House of trade unions. In the area of the Greek area were shot and wounded 18 people, of whom 6 died.

During the fire in the House of trade unions killing 42 people.

The next day, may 3, Lutsyuk was fired from his post the head of the MIA of Ukraine Arsen Avakov.

Lutsyuk’s Deputy, Colonel Fuchedzhi Dmitry V., who on the day of the tragedy were seen together with Pro-Russian militants, escaped from house arrest to the Russian enclave of the «Transnistrian Moldovan Republic» («TMR»), formed in the temporarily occupied Russian sovereign territory of the Republic of Moldova.

The security service of Ukraine was accused of organizing provocations of the Russian special services and financing the riots — former first Vice Prime Minister Serhiy Arbuzov and the former head of the Ministry of revenues Oleksandr Klymenko.

By setting up data, lucuk was born on 3 October 1956 in Mlyn village Rivne of the region. In 1981 he graduated from Myrohoscha farm-College, specialty «Mechanization of agriculture», and in 1985 — Kharkiv law Institute named after Dzerzhinsky on a speciality «Jurisprudence».

During 1976-2001, he served in the traffic police Ministry of internal Affairs in Rivne region for various positions. With the advent of the post of chief of internal Affairs in Rivne region the General-the militia major Anatoly Frenchman he was suspended, and in 2001-2003 he worked as the chief of specialmilitia at the Ivano-Frankivsk region. Then I got almost a pre-retirement appointment to the post of head of Rivne branch of the Institute of correspondence and distance learning of National Academy of internal Affairs of Ukraine.

Subsequently returned to the police traffic police, being at the head of oblupravlenie in the Transcarpathian and Odessa regions.

Worked twice in Lutsk in the post of Deputy chief of regional Department of militia: in 2007-2008, and 2010-2011.
