Federal Agency for the Affairs of nationalities (FADH) proposes to develop measures for the strict registration of persons arriving to the territory of Crimea from Ukraine.
This was told at a seminar meeting in the Federation Council, Deputy head of the monitoring, analysis and forecast FADH Andrey Komissarov, transfer «news of the Crimea».
«With the formation of the migration regime in the Crimea should take into account its strategic position and also conflicting relations with neighboring Ukraine. Literally 13 December, the Director of the FSB made a statement about the growing threat of terrorist attacks Ukrainian subversive groups in the Crimea. In this regard, the obvious need for the development of measures to strict registration of persons arriving to the territory of Crimea from Ukraine and control over their stay on the Peninsula,» he said.
Also, according to Komissarova, it would be advisable to develop a mechanism for the preferential employment of residents of the Republic of Crimea, Sevastopol and the southern Federal district.
«The Agency, predicting the possibility of increasing further the scale of internal migration, considers it advisable to work out measures to reduce the inflow of labour migrants from among foreign citizens», — he explained.
The government of the Russian Federation, as the representative FADH, you need to determine before June 1, 2017, the Federal Executive body, responsible for drafting and implementing state policy and normative legal regulation in the sphere of social adaptation and integration of migrants.
«In addition, until September 1, 2017, to develop a draft Federal law establishing the legal, institutional and economic framework for social and cultural adaptation of foreign citizens in Russia and their integration into the Russian society», — summed up the Commissioners.
Earlier, the Minister of foreign Affairs Pavlo Klimkin stated that in the case of adoption, on 19 December, the UN General Assembly resolution on Crimea, Ukraine will be able to file lawsuits in international courts against Russia as a state of the occupier.
