On Monday, 1 February 2016, representatives of democratic political forces jointly filed the registration documents of the members of the district in Kyiv city election commissions to the Central election Commission (CEC) of Ukraine.

According to the Chairman of the faction of the «Samopomochi» in the city Council Sergey gusovsky, in the judgment of the District administrative court of Kiev dated January 27, which allegedly suspended the elections to the regional councils of Kiev, actually it is not about stopping the electoral process, but only on the temporary termination of the CEC regulations on the beginning.
«In addition, the plaintiffs (a little-known public organization «Emery» — ed.) has not challenged the legality of the decision about appointment of elections in a district in the city of Kiev tips. So, elections are scheduled for 27 March, and no one was canceled. The CEC is obliged to comply with all statutory procedures for their realization,» he said.
The press service noted that the registration of the representatives of the political parties in district election Commission takes place in accordance with the law «On local elections».
«The deadline for the submission of candidates expires on 2 February,» the statement reads.

According to information from the official site of «Freedom», the state security did not at first allowed MPs, party members and lawyers in the CEC building, however, those present still managed to apply for the registration of candidates for members of the district terizbirkom.
The head of the faction «Svoboda» in Kyiv city Council Yury Sirotyuk noted that attempts to prevent the party representatives in the CEC demonstrates the reluctance of the authorities to hold elections, and only public pressure gives the result.
«The fact that we were not allowed in the CEC, demonstrates the reluctance of the authorities to hold elections, but the key reason for their withdrawal is that the party in power insanely lose rating. I am convinced that the elections to the regional councils in Kyiv would have changed after the election of the President and Parliament electoral moods. This power is also afraid of its people, the electoral vote, so ready to grant «special status» to the terrorists-separatists, but are afraid to give authority to Kiev. Only public pressure and the fact that today several hundreds of Kyivans came to the CEC, allowed to apply, because the door was closed, and the Office of state security stated that «no election.» And only because of public pressure and a large number of media we were able to get inside. It is through this pressure we can protect the right of citizens to elections in district councils,» said Sirotyuk.
In the summer of 2014 the Kyiv city Council, then performing the existing provisions of the law on local elections, adopted a decision on the appointment of the first elections of deputies of Raion in Kyiv boards.
25 December 2015, CEC in accordance with the law of Ukraine «On local elections», by its decision, announced the beginning of the electoral process (previously assigned to) the first elections of deputies of Raion in Kyiv boards.
The district administrative court of Kiev in response to the complaint of the NGO «Emery» forbade the Central election Commission to perform any act at the first election of regional councils of Kiev, scheduled for March 27.

Today, the district councils in Kyiv are missing, they were eliminated September 9, 2010, when the President became Victor Yanukovych. There are only district state administration (RGA), whose head is appointed by the President.

The proposal to hold elections to the district Council along with the election of the mayor, which had already taken place on 25 October, was rejected.
