The Prime Minister of great Britain David Cameron welcomed the proposals of the President of the European Council Donald Tusk on legislative reforms in the European Union, designed to ensure political compromise with London.

«However, there is still a lot of work,» he said.

For the first time since UK entry in the EU 43 years ago, subjects of the Kingdom to Express its attitude to the EU referendum, which the government hopes to organize in June.

In anticipation of this event Brussels with London leading intense negotiations on the reform of the EU, which requires the British side. The requirements relate to four areas: competition, sovereignty, social policy and economic management.

The priority for London are two issues: economic sovereignty and the protection against uncontrolled flows of migrants.

On Tuesday, Tusk announced proposals for legislative reforms in the European Union. According to the publication EurActiv, which refers to the British government, Brussels and London agreed on the mechanism to block European legislation.

It comes to a binding decision allowing a group of countries representing 55% of member States of the EU to veto European laws, or require changes in the legislative texts.

These proposals will be considered on 18-19 February at the EU summit. Before they can be implemented, they must approve all EU member States.

In turn, earlier official representative of the European Commission , Margaritis Schinas noted that the proposals Tusk by agreement with the UK will begin the consultations of the EU countries.

«These proposals include all of the issues raised by Prime Minister Cameron in his letter of 10 November 2015, and take into account the views expressed during the EU summit in December,» he said.

«The offer will now open the way for the process at the level of heads of governments of 28 countries», — said Shinas. According to him, they are going to first discuss the package on Friday.

«The goal is to come to an agreement of 28 States during the European Council in February (18-19 February — ed.). The European Commission will continue to act as an intermediary in this process, offering professional and legal advice, when necessary, to achieve the agreement that would be acceptable to the UK and for the remaining 27 members of the European Union», — explained the representative of the EC.

He added that Jean-Claude Juncker will inform the European Commission on Tuesday, February 2nd, in the afternoon and will speak on this issue at the plenary session of the European Parliament in Strasbourg on Wednesday.

We will remind, in 2015, Cameron promised UK citizens to reconsider the country’s membership in the EU in case of refusal of Brussels to reform immigration laws and allow the UK to introduce a number of its own measures to limit the inflow of migrants. However, in may the EU introduced a common quota for immigrants.

On 27 may last year Britain’s Queen Elizabeth II, speaking to the throne speech in Parliament, declared that a referendum on the country’s withdrawal from the EU will be held before the end of 2017.

September 8, 2015 the lower house of the British Parliament — House of Commons — voted for a referendum on the country’s membership in the European Union (316 members of the House of Commons voted «for», «against» — 53 members). However, the House of lords did not support this decision.

By the end of 2014, the majority of Britons supported the exit of their country from the EU.

2 February, after meeting with Tusk, British Prime Minister stressed that the innovations of interest for a London, if they will support other countries — EU members, must be approved at the level of the referendum.

«Now we have potentially a few months before the referendum, if we get the agreement, if implemented, we will set a date for that referendum,» Cameron said Tuesday.

Tusk outlined his proposals in response to demands from Britain to reform the EU. Calls for compromise

The President of the European Council sent on Tuesday a letter to the heads of States and governments of 28 countries of the EU with proposals for agreement with Britain on reform of the European Union, to which was attached a draft decision of the summit on the demands of London.

«I deeply believe that our common interests are much stronger than what divides us. To be or not to be together — that is the question that must be answered not only the British people in a referendum, but other 27 member States of the EU in the next two weeks,» — said in the letter, Tusk, published on the website of the European Council.

According to him, still lie ahead of complex negotiations. «Nothing is agreed until everything is agreed. I am convinced that these proposals constitute a good basis for a compromise», — quotes its «Interfax-Ukraine».

He outlined in a letter the essence of their proposals on four baskets of the demands of Cameron.

The first proposal concerns economic governance. In the draft resolution of the Council of Europe, says its Chairman, sets out the «principles of mutual respect between member States which take part in the further deepening of economic and monetary Union, and those that do not.»

According to Tusk, so you can «pave the way for further integration in the Eurozone while ensuring the rights and competences of the participating States [in particular, we are talking about the UK]». This future mechanism should not be used to veto or tool of detention for the EU emergency decisions. The exact conditions for such mechanism to be discussed, said the head of the European Council.

The second «basket» on the competitiveness of the draft decision defines «commitment to intensify efforts to improve competitiveness». «We will regularly evaluate progress in simplifying legislation and reducing the burden on business to reduce red tape,» assured Tusk.

The third «basket» of sovereignty of the EU members reflects the specific situation of the UK is seeking to further political integration, explains the head of the European Council. This section respects the subsidiarity and Tusk provides that «member States continued consideration of the draft legislative act, if a certain number of national parliaments objected to it on grounds of subsidiarity».

As for the fourth requirement of Cameron — on social benefits and free movement, «we should fully respect existing treaties, in particular the principles of freedom of movement and non-discrimination,» reads the letter from the President of the European Council.

«Therefore, the proposed resolution for problem solving UK is based on the clarification of existing rules, including on the draft Declaration to the Commission on a number of issues related to the most egregious abuse of free movement,» writes Tusk.

He said that the greatest part of the content of these proposals, accompanied by a political statement of the European Commission, will take the form of a legally binding decision of the heads of state or government.

The letter States that the heads of gosudarstv (heads of government) and the permanent representatives of 28 EU countries will meet on Friday for the first discussion of these proposals.

«The obvious goal is to obtain the consent of all 28 States in the European Council in February. To succeed, we must all compromise. Failure to do so would impair our common future», — said the President of the European Council.
