Bosnia and Herzegovina applied for membership in the EU

Bosnia and Herzegovina applied for membership in the European Union, announced on 15 February, the head of European diplomacy Federica Mogherini. She noted that this is good news for the EU and for Bosnia itself, which confirms its intention to meet the EU standards, the report said with reference to Reuters.

Despite the fact that applying does not guarantee admission into the EU and does not specify the exact timing of this event, the Chairman of the BiH presidency Dragan Covic expressed confidence that the status of a candidate country will not take much time. At the same time, he acknowledged that the country «have much to do». According to Čović, «it’s a long road of reforms».

«But we will not deviate from this path,» he said.

The ceremony of transfer of the application took place in Brussels in the presence of Federica Mogherini, Minister of foreign Affairs of the Netherlands Bert Koenders and the European Commissioner for enlargement and neighborhood policy Johannes Hahn.

Presiding in the EU until June 30, the Netherlands will contribute to the acceptance of Bosnia and Herzegovina to the European Union, said Bert Koenders at the official ceremony of submission of the application the big.

Applying for membership is the second stage in the process of accession in EU. In the first stage, the government signs an Agreement on Association and stabilization, which defines the first block of reforms to prepare the country for accession to the European Union. Big for such a document came into force in June 2015.

After application of the country-the applicant is waiting for the third stage — negotiations with the EU for obtaining the official candidate status for membership. Only after all these steps, countries can start negotiations on the reception conditions that define the set of political and economic reforms and reforms of the judicial system.

Real prospects for the country to get into the EU are opened only after the European Commission will give a positive assessment to the measures it had adopted. In Brussels do not call possible terms of accession of BiH to the EU.

On the eve of the visit to Brussels the Chairman of the BiH presidency, Dragan Covic, said that in his country obtaining the status of candidate country to the big wait in the middle of next year.

The current state structure of Bosnia and Herzegovina

The state system of BiH is defined by the Dayton agreement, which was negotiated at the U.S. airbase in Dayton, with the participation of the mediating countries: USA, Russia, Germany, France, UK. The document was signed on 14 December 1995 in Paris by the Bosniak leader Alija Izetbegovic thePresident of Serbia Slobodan Milosevic and Croatian President Franjo Tudjman.

The agreement put an end to the civil war in the Republic of Bosnia and Herzegovina 1992-1995 and became the basis of very complex constitutional and administrative division of the country.

Currently Bosnia and Herzegovina consists of the Serb-populated Republika Srpska, Brcko district, endowed with the status of autonomy, and the Federation of Bosnia and Herzegovina, where the majority of the population are Muslims and Croats.

The function of the head of state of BiH owns the presidency, consists of three members — one from each nation. The process of European integration of BiH may lead to a revision of the Dayton system and the introduction of the traditional Constitution.

Recall that to date, five countries have the candidate status for EU membership: Macedonia (applied 2004), Albania (2009), Serbia (2009), Turkey (in 1987, in 2000 acquired the official status of candidate country) and Montenegro (in 2008), while Macedonia and Albania have not yet begun negotiations for accession.

The Western Balkan countries signed the Agreement on stabilization and Association, which already entered into force for Albania, Macedonia, Serbia and Montenegro.
