The Verkhovna Rada did not have time to amend the legislation on compulsory electronic declaring NGO activists until 1 April, when the deadline for filing declarations by activists. About this in comments to the edition «GORDON» said independent MP Borislav Birch.
«If there was political will and the desire of MPs to cancel the e-Declaration of social activists, they would have done it last week. But, apparently, the MPs have no desire to realize the importance of this issue. Attempt Tymoshenko (the leader of Batkivshchyna Yulia Tymoshenko. – «GORDON») to draw attention to this subject and to convene an extraordinary meeting is certainly good. But the problem is that now even our Committee could not meet. Accordingly, we are unable to hold such an important thing as anti-corruption expertise. The issue with the Declaration of activists it is important to decide before April 1. But MPs is not commonplace in Kiev. The Verkhovna Rada will not have time to repeal the law to this date,» – said the MP.
In his opinion, the cancellation of the Declaration of activists depends on the leaders of the parliamentary factions.
«We have a real problem that needs to be solved somehow. Those who have promised to our European partners to resolve this issue, now should be ashamed. We regularly run up against unpleasant the statements of the Europeans. The main thing that it does not turn into unpleasant actions. Indeed, in this case Ukraine will lose its position in Europe. And this is unacceptable, given the chosen European vector of development. March 23, 2017, the Verkhovna Rada voted in the second reading and in whole draft law, obliging in 2018 to submit the electronic Declaration of the members of public organizations.
On March 27 the President of Ukraine Petro Poroshenko signed amendments to the law on e-declarations.
In January 2018, the European Union said that the Declaration system «imposes unnecessary burden and pressure on NGOs,» and urged Kiev to cancel the controversial rule.
March 22 this year Verkhovna Rada rejected draft law No. 8120, which suggested the abolition of the introduction of compulsory electronic declaring NGO activists in 2018.
According to the European Commissioner for neighbourhood policy Johannes Hahn, the Verkhovna Rada should abolish compulsory Declaration for the activists of public organizations, as it is contrary to international recommendations.
