German authorities believe the alarming facts of violation of Minsk agreements in the area of Ukrainian-Russian armed conflict in the East of Ukraine, said foreign Minister of Germany Frank-Walter Steinmeier, speaking on Monday, 29 February 2016, at the meeting of the UN security Council as the OSCE Chairman.

The Minister did not specify which of the parties to the conflict violates the signed in Minsk agreement. At the same time, the OSCE in their reports constantly accuses Russian forces as hybrid in violation of the cease fire and the limitation (total or partial) access to their observers on military facilities or controlled locations.

He added that without the participation of the OSCE SMM in Eastern Ukraine is not possible to make progress toward de-escalation of the situation and of the diversion of arms.

Steinmeier once again stressed that the Minsk agreement is the only way to achieve a «sustainable political solution» to the crisis in Ukraine, and urged Russia and Ukraine to fulfil their obligations.

«Together with our French colleagues we remain committed to supporting (of the peace — ed.) of the process in the framework of the Normandy format, and I look forward to the support of the UN security Council», — said the Minister.

He also pointed to «the increased military activity», associated with Russia, Ukraine and Turkey, and at «high risk of incidents between member States of the OSCE», which, according to Steinmeier, suggests the need for measures to strengthen confidence and security.

We will remind, on 23-24 February, Steinmeier was in Ukraine on a joint visit with his French counterpart Jean-Marc Ayrault. On 23 February, the Ministers at the press conference stated that a key requirement to Ukraine is now preparing for legislative elections. However, none of the Ministers mentioned the need for changes to the Constitution.

Earlier it was reported that the European participants of the Normandy format departed from the requirements of Ukraine regarding urgent changes to the Constitution regarding the «special status of Donbass», which still sounded from them at every meeting.

«In the Nagorno-Karabakh conflict we are concerned about the high level of incidents that involve the death of people on the line of contact and border between Armenia and Azerbaijan. And we must not become weary of seeking a solution to the conflict based on the principles of nonuse of force, territorial integrity and right to self-determination», — said Steinmeier.

In addition, according to him, Berlin intends to use the chairmanship of the OSCE and «to resume negotiations in the 5+2 format on settlement of the conflict in Transnistria».

Elections should be held based on Ukrainian law and OSCE standards, and thus must be legitimate elected regional representatives,» — said Yelchenko.
