Berlin and Paris do not remember about the «special status», but lobbying for elections on the occupied Donbass

European participants of the Normandy format departed from the requirements of Ukraine regarding urgent changes to the Constitution regarding the «special status of Donbass», which still sounded from them at every meeting. Reports about it «European truth» on the results of the meeting with mass media of the foreign Ministers of Germany and France Frank-Walter Steinmeier and Jean-Marc Ayrault.

Klimkin: Ukraine not ready to fulfill the vision of the Russian «Minsk»

During the press conference, which lasted more than an hour, none of the Ministers did not mention the need for changes to the Constitution. A key requirement to Ukraine is now preparing for legislative elections.

«The security situation cannot be the excuse for the us to stop the move towards the adoption of the law on elections», — said Steinmeier.

This, however, does not mean that the item of Minsk on the constitutional changes was irrelevant, but he is no longer considered a priority.

«All points of Minsk are active. But we are watching very carefully their sequence, and the next elections», — he explained, answering the question of whether there is in force a requirement on changes to the Constitution regarding the special status of Donbass.

«Constitutional change is a part of the Minsk agreements, but their logic is to show the residents of Donbass that they determine what to do in Donbass.

But constitutional change is not to legitimize those in power in Donbass», — explained the situation to the Minister of foreign Affairs Pavlo Klimkin.

Steinmeier expects the meeting in the «Normandy format» on 3 March in Paris will be made decisive steps to progress in conflict settlement on Donbass.

«I think we will be decisive steps taken March 3 – Jean-Marc Ayrault invited us to Paris. We will be there to meet. I think talk will be not only the three foreign Ministers, but all people in Ukraine, Europe and the world, who will expect success, progress on security,» he said.

«I think during the meeting in Paris we will reach certain necessary compromises, and we all agree to a common position, and can overcome all the ditches that separate us,» said Steinmeier.

Jean-Marc Ayrault believes that the meeting of the Trilateral contact group in Minsk must continue to perform the Minsk agreements.

«It is necessary that the security situation remained stable. And this requires a credible political horizon. The dialogue in Minsk, must continue between the parties involved in the conflict (meeting of the Trilateral contact group – ed). But this should not be an end in itself. Goal is the implementation of the Minsk agreements», — he said at a joint meeting with the foreign Ministers of Ukraine and Germany press conference on Tuesday, February 23, in Kiev.

French foreign Minister also stressed that the Minsk agreements are the international document mandatory for execution.

«It concerns both Ukraine, Russia and other countries. The situation is very unstable. We want to avoid further risks, and clearly stated the separatists and the Russian side that the voltage must decrease», said Eero.

As reported, last time the foreign Ministers of Ukraine, Germany, France and Russia held a meeting on 13 February in Munich.

Then the Minister of foreign Affairs of Ukraine Pavlo Klimkin said that the talks achieved no concrete results because they were «preparatory to carrying out a full-length». In particular, he explained that the negotiations were «preparatory» because of the lack of an incumbent Minister for foreign Affairs (foreign Minister France Laurent Fabius before it resigned).

Klimkin: Ukraine not ready to fulfill the vision of the Russian «Minsk»

Kiev fails to meet the requirements of the Russian side, based on her reading of the text «Minsk agreements», said Klimkin.

Klimkin stressed that Ukraine remains faithful to his promises to hold elections in the Donbass, but will not agree to their conduct until their confidence in a fair result.

«Only when the residents of Donbas will be able during free and fair elections to speak out and to trust his fate to the residents of the Donbass, and not to those who, with the support of the Russian Federation and the results of the fake elections is in power there now — only then will we have a chance to perform Minsk» , — said the Minister.

«We are committed to Minsk, but not the Russian view that Russia wants to integrate Ukraine in the Donbas region, which is under Russian quasioperational», — said Pavlo Klimkin.


December 30, 2015 held telephone talks the leaders of «Norman Quartet» (Ukraine, Russia, Germany and France). The parties agreed on the extension of the Minsk agreements and new meeting of foreign Ministers in January 2015.

The representative of Ukraine in the tripartite contact group on settlement of the conflict in Ukraine Roman Bezsmertny said that as of 1 January 2016 has begun «the process of the Minsk-3».

January 11, flew to Kiev a Russian representative to the Minsk talks, former speaker of the state Duma Boris Gryzlov. According to media reports, he held a secret meeting with President of Ukraine Petro Poroshenko.

On 13 January the President of Ukraine has held a phone conversation with Federal Chancellor of Germany Angela Merkel and President of France Francois Hollande. Among other things, they raised the issue of the modalities for the elections in the occupied Donbas.

On the same day, US presidents and Russia Barack Obama and Vladimir Putin also discussed the issue.

January 15, the U.S. assistant Secretary of state for Europe and Eurasia , Victoria Nuland,arrived from Lithuania to Kaliningrad region of the Russian Federation, where she met with Russian presidential aide Vladislav Surkov. The consultations were held behind closed doors. After negotiations, the parties have refrained from comments.

On 18 January, the representatives of the German Chancellor and the French President visited Kiev. Also they had to negotiate in Moscow.

1 February, Poroshenko and Merkel in Berlin agreed on the implementation of the Minsk agreements. The Chancellor said that sanctions against Hbout saved, while Russia does not fulfill Minsky arrangements.

February 2, Merkel held a telephone conversation with Putin and urged him to influence the occupation of Donbass.

Note, the sanctions and low oil prices threaten Russia’s default. Many experts believe that for the sake of the economy, the Kremlin will replace aggressive with «reconciliatory» policies and can leave the occupied Donbass.

Meanwhile, Russia is trying to achieve for occupied areas of the Donbass «special status» to the Ukrainian Constitution, but official Cavalcaselle to take such a step.
