In Ukraine there is an outflow of young professionals from government service because of low salaries. This was stated by the Secretary of the Cabinet of Ministers Volodymyr Bondarenko, reports «Interfax-Ukraine».
«The outflow of young, talented personnel takes place, I will not hide. There are many opportunities for active officials to find a new job, for example, in international projects, working then with the same public authorities, receiving a salary from which the salary of a public servant cannot stand,» said he.
According to the official, for this reason, in particular, the staff of the Secretariat of the Cabinet of Ministers go to private companies.
Bondarenko added that from 1 January wages in the public service grew by an average of 15%.
«Financial motivation in its purest form, of course, very important but we can use other tools to motivate professionals the prospect of training, which gives the possibility of promotion, and as a consequence wage growth,» he said.
According to him, the reform of the civil service provides large salaries for the new personnel, but do not like this idea most of the population, which believes that civil servants should not receive decent wages.
«I think that promoting civil service, clearing it from the stigma of corruption, we can convince society of the importance of decent wages for people who are involved in the formation and implementation of state policy», — said Bondarenko.
Earlier, first Deputy Minister of education and science Inna sovsun argued that Cabinet of Ministers did not provide funds for real wage increases to civil servants.
«Civil servants had to raise wages from 1 may 2016. This was attended CMU, established new salaries. This step is critical, because without an increase in the institutional capacity of the state apparatus no reform can be successful,» she said.
