Balcerowicz: in Ukraine, economic growth begins

In Ukraine, economic growth begins, and it will continue if they continue to reform. «The economic growth and it will continue if they are to continue reforms and if there is support not only in government, but especially in the Parliament,» he said.

«Thanks to the policy of the government and the authorities you’ve avoided disaster. You threatened disaster on the budget due to the original installation. As I recall, the deficit was 10% of gross domestic product, it decreased by 3%. Of course, the work is not over, but look at the difference,» said Balcerowicz.

Also, according to him, the banking system was under great threat, but have been made very important steps to stabilize the sector.

Balcerowicz added that the four major directions of reforms in Ukraine should include strengthening the financial system, fostering economic growth, reforming the judiciary, and decentralization.

«If we are talking about reforms, I think that there are four main objectives that are partly the same. First, strengthen the stability of the Finance, budget, banking system and the economy. It is very important for people because it is very bad if there is a fiscal crisis,» he said.

Also among the main directions of the reforms, Balcerowicz called the strengthening of economic growth and the strengthening of the legal state, which includes the reform of the judiciary and the fight against corruption. The fourth direction should be decentralization.

«A required new procedures of budget preparation, so that it is not changed fifty times a year,» he said. Strengthening economic growth is very important, according to experts, is to fight with the remaining monopolies and privileges of the oligarchs.

In addition, Miklos calls populism is the biggest threat to reforms in Ukraine.

«Reform today is more a political problem than technical. Technically we know what to do, but it is important to have leadership reforms and good communication,» said Miklos.

«The biggest threat to reforms, the threat to the future success of Ukraine – is populism. Populism does not offer solutions, he just wants to use hard times for his purposes, not for the purposes of the society,» stressed Miklos.

He also said that the group of strategic advisors to support reform will consist of 15 people and financed by international organizations.

«Our main goal (is) support, deepening and acceleration of the necessary reforms. The group is small, it will have no more than 15 people. There will be Ukrainian, Polish, Slovak experts. My Deputy will be (expert of the Reanimation package of reforms — ed) Pavel Kukhta, «said he.

In addition, Miklos noted that the role of the group of strategic advisors to support reforms in Ukraine will not be to replace government or other bodies.

«Our role is to help the reformers, our role is to prevent making bad decisions and aid in supporting good decisions. Our group will work for everyone: for the government, for the presidential Administration to the Parliament. We will work with community organisations, business associations, we will work with anyone who wants to accelerate and deepen reforms,» said Miklos.

According to him, financing of the group’s activities at no cost to the Ukrainian budget. «Everything will be funded from the sources of international organizations, donor organizations,» said Miklos.

As reported, the Ministry of economic development of Ukraine predicts growth for the year at 1% with inflation of 12-13,1%. And the world economy this year should grow by 3.5-3.6 percent. In turn the President of Ukraine Petro Poroshenko believes that the war can no longer be an excuse of the economic crisis in the country.
