Representatives of the countries-members of the «Normandy format» actively working «road map» for the implementation of the Minsk agreements, but the document is unlikely to be agreed by the established leaders in Berlin deadline in late November in connection with the divergence of positions of Ukraine and Russia on key issues, including the format and objectives of future armed police mission of the OSCE, says Ukraine’s representative in the political subgroup of the TAG Olga ayvazovska.
«Each side has a very different vision of how should look like a road map. It is difficult to imagine how to make the document agreed with all. Even the stage of establishing the security of Ukraine is considered as continuous and solid, with guarantees of all parties, with the assistance of the police of the OSCE mission, what else didn’t actually start the discussion. Here, too, there are fundamental differences: Russia wants to keep this minimal mission consisted of several hundred people with light weapons. Ukraine intends to provide transit law, which will allow easy transfer all the power in ORDA under the actual jurisdiction of Ukraine», — Ayvazovskaya told in an interview with Focus magazine, which is published in Friday edition.
She noted that the minimum part of the armed police of the OSCE mission, according to preliminary estimates of the Ukrainian side, 10 thousand. people, and the best – 26тыс. «They will have to provide visual control over 440км border and order before, during and after the local elections in ORDO», — Ayvazovskaya told.
However, she noted that even if the composition of the mission will be composed of 10-15 thousand. man, «its budget would amount to hundreds of millions of euros», therefore to speak about possibility of its creation this year is not necessary in principle.
The representative of Ukraine in the political subgroup of the TAG, recalled that in the framework of the Minsk agreements at the interim stage, the control over the uncontrolled by Ukraine’s border with Russia can only be in the hands of the OSCE. «But the police mission, which will be able to protect the border for a possible re-invasion of Russian troops», — said Aivazovsky.
«Negotiate «a road map» under a big question. The work is carried out, the parties have unprecedented initiative, but it guarantees (approval of the final version of the document – ed.) not,» she said.
Earlier on Friday, the 11th of November, a source in diplomatic circles said that the representatives of the countries «Norman four» to the end of November can reach working version of the draft «road map» for the implementation of the Minsk agreements, but the likelihood that the parties will agree on a single draft document in a short time, is very low, «Interfax-Ukraine».
«In late November, foreign Minister «Channel four» will hold a meeting and discuss this working draft will announce their proposals,» he said. However, according to the interlocutor of Agency, it is unlikely the parties will be able to agree on a single draft document, there is a lot of controversy and contradictions. «The Ukrainian side has clearly outlined the 5 red lines that were previously announced and which Kiev will insist in these negotiations,» said the source.
We will remind, on October 26 the President of Ukraine Petro Poroshenko at the meeting in the «Normandy format» in Berlin have outlined five key positions to include in the road map insists the Ukrainian side.
The representative of Ukraine in the tripartite contact group, former President Leonid Kuchma expressed the opinion that there will be not one, but three of the road map: Ukrainian, Russian and French-German. «There is no certainty that it will be possible to find some kind of agreement at the level of foreign Ministers. But we can see the position of the Russian side, they are on the negotiations in Minsk all the time feel the strength of Ukraine», — said Kuchma.
