The Ukrainian authorities should as soon as possible to appeal to the Council of Europe for expert opinion on the new law «On education» section is about the language of education was criticized. This is stated in statement by the press Secretary of high representative of the European Union for foreign Affairs Federica Mogherini Maya Kosyanchich, quoted «Radio Liberty».
«We welcome the statement of intent of the Ukrainian authorities to ask the expert opinion of the Council of Europe and urge to do it as quickly as possible. The conclusion must be duly taken into account», – said in a statement.
Kocijancic stressed that the legislation in the sphere of education must correspond to the international obligations assumed by Ukraine, in particular, of the framework Convention of the Council of Europe Convention on the protection of national minorities and the European Charter for regional or minority languages.
«As noted in the previous conclusions of the Venice Commission, the role of Ukrainian as the state language and the protection of minorities and regional languages need to be carefully balanced,» added the speaker.
On 5 September the Verkhovna Rada of Ukraine adopted in the second reading the law «On education», September 25, it was signed by President Petro Poroshenko. The document expands the use of the Ukrainian language in education.
As explained by the Minister of education and science, Liliya Hrynevych, in preschool and primary education will apply their native language. The emphasis will be on mastering the state language. Then, starting from a basic level, education will be in Ukrainian.
Concern about the language articles of the law expressed Hungary, Moldova, Poland, Russia, and Bulgaria and Greece.
The Minister of foreign Affairs Pavlo Klimkin noted that Ukraine maintains the conditions for learning minority languages. According to him, knowledge of the state language is a matter of national security.
