Acting Director of «Ukrspirt» Luchechko: In Ukraine there is no regulatory framework for the development of the alcohol industry

In Ukraine today is completely missing regulatory framework for the successful functioning and development of the alcohol industry, said in an interview LB.ua the acting Director of the state enterprise «Ukrspirt» Yuri Luchechko.

«The first thing we noticed about six months ago, when I started the business, is the complete lack of regulatory framework for the successful functioning and development of the industry. The main obstacle is the excise tax, unified excise tax, abolished in the world today. Needs to diversify the excise tax – the excise tax on alcohol-containing substances should be cleared to allied sectors of the economy that use substances containing alcohol, get them at a zero rate of excise duty,» said Luchechko.

According to the head of «Ukrspirt», the sector may get a «second wind» if you will deal with biofuels. For this, in his opinion, it is necessary to create an internal market of bioethanol, which does not yet exist.

«This is what is currently in Ukraine due to certain objective reasons, not because of the lobbyists who did not miss relevant changes in legislation. Today fossil fuels are successfully used worldwide, some jurisdictions even provide for the producers of fuel additives mandatory biofuel. It is the fuel that has 100% combustion, emissions from which are not harmful. Therefore, the mandatory supplements is absolutely justified, it will create a market and increase the investment attractiveness of our company. And the «Ukrspirt» there are a large number of venues that are forced to stand idle, and in the future, if there was a regulatory framework, it would be a signal for investors to come and work with our company», – said Yuriy Luchechko.

Temporarily fulfilling duties of the head of «Ukrspirt» Yuri Luchechko Cabinet appointed 6 September 2017, prior to that, he held the position of Advisor to the Director of the company. In six months, according to the head of the new team was able to approve the strategic plan of enterprise development, to conduct an internal audit and to form working groups to make necessary changes in the legislation.

In October Luchechko opposed the government bill on the privatization of the alcohol industry, he noted that de-monopolization is the easiest development option, but not optimal, and more effective, in his opinion, will be partnerships with liquor companies.
