The Minister of economic development of Ukraine aivaras abromavicius believes that frequent changes in policy will help to clean out the corruption from the authorities. According to the Minister, thanks to the reforms conducted by the current government, the economy out of the peak, the budget is close to balance, the front to the East of the country is not progressing, and in turn economic growth. According to Abromavicius, the last week has shown that political upheavals can have a positive impact. Among these changes, the Minister said that, first, the idea of a technocratic government, which received a very high level of support in society. «There is a clear understanding that «Lyubi druzi» cannot effectively implement the reforms sought by the country. Only technocratic government is capable of doing, and he is now much more chances to really happen, than it was two weeks ago,» — said the Minister.
Secondly, according to him, we face the issue of privatisation. «And from high tribunes, and in the margins and on the pages of publications spread the idea that the fair and transparent privatization should not be delayed, he said. Even ideological opponents started to change their position, realizing that for some individuals, the temptation to lay your hands on the cash flows of state-owned enterprises too high to keep the status quo».
Thirdly, the society drew attention to the process of appointing heads of state-owned enterprises, and now watching closely to make it happen transparently. As noted by the European media, to push forward questionable candidates through open competitions will be much harder.
Fourth positive news, the Minister said that the reform of «Naftogaz». «I am convinced that the transfer of NAC in the management of the Ministry of economic development in December last year increased the value of the Ministry for corrupt officials who want to ride its currents. Fifthly, as noted by the European media, it has become apparent that political pressure and interference in the work of Ministers is reduced. According to him, government has already developed a draft law on the virtues of a public servant — in fact, the code of ethics, which gives a formal basis to resist attempts of undue pressure.
Sixthly, according to the Minister, the government has already announced its intention to reform the bloated Cabinet office, which has historically been filled with political appointees and private interests. «This system was outdated, ineffective and manipulative, he said. — That’s why we called for the disbanding of this bureaucratic monster».
And, seventhly, positive Abromavicius calls the return on the agenda the topic of raising the salaries of officials. «14 months ago, the future Ministers who are technocrats, promised to solve this problem, in particular, through the creation of a special Fund, he writes. Unfortunately, during this time, the solution is not even on the horizon. Now, when because of low salaries in government bodies of Ukraine run the risk of eventually slipping into the trap of incompetence and corruption, there is hope that the issue will be resolved as quickly as possible.»
According to Abromavicius, the value crisis in the state to use, to restore trust, and this is only possible if the society will maintain power.
«The political elite has lost confidence because of corruption charges of several well-known dignitaries. These people should be deprived of the right to participate in political life. This should happen immediately, otherwise only possible within a democratic society will remain the government’s resignation and early elections to the Verkhovna Rada», — said the Minister.
Abromavicius sure that in any case, Ukraine needs a technocratic government and the next Prime Minister should have an impeccable reputation. Such a candidate he believes Natalia Yaresko, as he has mentioned several times previously.
«The new Prime Minister should assemble a government of technocrats with a good reputation, and Ukraine would get a chance to fly to a whole new level. The main task of this government is to accelerate reforms in all spheres, and first of all — the reform of the State fiscal service quick and transparent privatization. All decent political forces should be interested in such a solution, says Abromavicius. — To make it happen, and the President and the Prime Minister should ask the newly elected Prime Minister to take on this difficult task and to provide a voice and political support for all initiatives of this Cabinet. This approach to the formation of government would help to regain the trust of not only Ukrainian society, but also our Western partners, which, in turn, must mobilize to help the Ukrainian economy, large amounts of financial support».
We will remind, on 3 February 2016, the Minister of economic development and trade Abromavicius announced his decision to resign, explaining that the deceleration of reforms and pressure from some politicians.
On 4 February at an extraordinary meeting of the government Ministers earlier submitted their resignation, announced the readiness to withdraw their applications. However, Ministers put forward a number of conditions under which they are willing to continue their work in government. While Abromavicius has decided not to withdraw his application.
