The national Commission for regulation of communications and Informatization adopted the draft amendments to resolution of the Cabinet that would allow the regulator to be put up for tender frequencies in the 2.6 GHz band under 4G.
This is stated in the message controller, writes Liga.net.
Until December 30, the Commission will accept comments and suggestions to this project.
«4G — go! Adopted for public comment the price (for frequencies under 4G — Ed.) the compensation for existing users (radio frequency Bus) and the corresponding changes in the Plan of HRD. Only for 2600 MHz. Hopefully the «big three» savvy enough to offer solution at 1800 MHz,» — said the head of NCCIR Alexander Zhivotovsky.
As writes the edition, the project proposed that 1 MHz in the 2.6 GHz band for one region will cost a little more than 1 million UAH. The license will be issued for 15 years.
In total, under 4G reserved 80 MHz in four bands: 2510-2545 MHz ,2565-2570 MHz , 2630-2665 MHz 2685-2690 MHz.
Thus, by estimates of the edition, and one nationwide license in 25 regions (without Crimea and Sevastopol) for 20 MHz will cost the operator 500 million UAH.
We will remind that the starting price for a 3G licence at 30 MHz for the auction in 2015 was set at UAH 2.7 bn.
Recall that the NCCIR must prepare to conduct 4G contests until the end of 2017.
The draft amendments to the regulations of the Cabinet of Ministers also established a mechanism to compensate the entity which wanted to release available to him in a radio frequency band with the aim of introducing new technologies.
In this case, this entity prepares and submits to the NCCRI plan of conversion, to which is attached the calculation of costs of conversion with the necessary justification and documentary evidence.
These costs may not exceed 25% of the fee for the issuance of the license, calculated on the basis of the resolution No. 200.
As previously reported, part of its frequencies NCRC said the company MMDS Ukraine (owned by SCM). Now she has an exclusive license in the 2.6 GHz band.
But half of the spectrum the company is willing to give in exchange for compensation for use by the state.
Based on the proposed NCRC changes MMDS
Ukraine will be able to claim 25% of the initial value of the four licenses. That is 500 million UAH.
A transition plan for 4G was approved in August last year. Then the transition to 4G and appointed for 2017.
23 July of the same year the President of Ukraine Petro Poroshenko has signed the decree about the beginning of the introduction of 4G technology in Ukraine.
